The superiority of state-owned enterprises is trailing of on the market economy condition, how to exert the existing advantages and enhance their status became the all-important mission for enterprisers of state-owned enterprises. Why there are so many handicaps when state-owned enterprises want to push the performance management since it is quite favoring to privately owned and nongovernmental enterprises? Therefore, this dissertation focuses on the performance management of state-owned enterprises on market economy condition and the counter measures to improve it. Based on embed investigates and analyses of the national corporation, this dissertation opened out the problems laid on performance management on state-owned enterprises, then put forward some opinions to settle those problems.Firstly, this dissertation summarized the theories of performance management, showed the function, intention, precondition and the basis of performance management, then analyzed the four processes of it, these lay a foundation to the question for discussion. Secondly it analyzed the problems which handicapped performance management of state-owned enterprises, and founded roots of these problems. Then it contrapose the particularity of state-owned enterprises, and bring forward a blue print for performance management which suits our country's condition, this is establishing humanistic performance management methods, impulsing employee's performance by organization transform, and promoting employee's performance by profession programming. Human resource management means that the enterprises must manoeuvre their employee's enthusiasm furthest to improve their efficiency, so they should offer a ceaseless developmental chance for their employee to dig their potential and establish successful career, these request the enterprises pay attention to their employee's profession management. This dissertation designed three different develop paths for employees, follow which the employees can meet their individual objects, at the same time the enterprises can meet their corporation objects too. This dissertation designed a model to innovate the actuality of the performance management of state-owned enterprises. Finally, it took the S company, analyzed the performance issues of it, and then transformed its management method, it approved our blue print basically.
