Research On The Investment Control In The Periodof Implementation For BT Project Sponsor

Reform and opening up today, along with the continuousdevelopment of economic and rapid growth of population. The urbanization rate of Chinahas surmounted50%in 2012. The rapiddevelopment ofurbanizationacceleratedthe hugedemand for infrastructureconstruction. However, single investment channels makes government funding infrastructure construction in the city is still limited. In order to solve the "capitalbottleneck" in urban infrastructure,BT mode has been widely used inthe urban infrastructureconstruction byattracting private capital.Thus the investment control of BT modebecomes more and more important.Thepaper analyzed the problems ininvestment control of BT mode under the perspective ofsponsors. In this paper, methods and strategies have been proposedin the control of BT project investment during the period ofcontract and implementation to ensure actual investment not exceeding the investment objectives.The main contents are as follows:(1)In the period of contract, the contract price of the BT project was deconstructed. The paperdiscussed the calculation of financing costs of repurchase under the equality corpus and interest, equality corpus and variable disproportionate payment. A model to determine the contract price is built in the paper. The key factors affecting the capital cost of BT project were identified and these key factors were compared combined with the case. The research conclusion was the foundation and support to set thereasonabletotal contract price, static objective ofinvestment control.(2)In the period of implementation,through the analyzing the relationship between the repurchase price and contract price of the BT mode,three main factors which caused additional contract price were identified.And then the thesis studied the investment controlduring theimplementation from the engineering change, the price adjustment, and claim, and provided with the method of controlling the investment individually.
