The tenement industry is the important aspect of national economy growth. It has the most important influence than any other city to develop the economy, expand the home demand and improve the living standard of the people. The rational and effective price of the tenement is beneficial to the healthy development and the stability of the society. Therefore, it is important to build an effective mechanism so as to cancel the bad influence brought by irrational factor, resolve the living standard and excite the development of national economy.The tenement market of Qingdao has been growing continuously in recent years since 1999, and the price of it grew rapidly. From 2004, the selling price got the maximum historical, rose rapidly more than many other cities of China. The rapidly increase of tenement price has exceed that of consumer price and the endure limit of the residents.The paper contains four aspects.The first part is the theory analyses of the forming of the tenement price. It expound that the tenement price is the synthetically currency expression, and integration of price between house estate and landed estate. The price of tenement = the cost of tenement +rational profit+ taxation. The factors affecting the price of tenement are various. It need three requirements to form the tenement price which are the healthy tenement market, standard government management of tenement price, effective demand. The influencing factors to tenement price include the aspects of economy, society, population, administration, area, physics, the external environment etc. In the practice, put all the costs among the process of tenement exploitation and various of taxation and the profit provided by the government together, and then form the "productive price" of tenement. The cost factors influences each other and are affected by the income standard, the growing situation of market, the applying rule of land and regulations about real estate etc. And then form the market price of tenement.The second part is the analyses of the current situation and influencing factors of the tenement price of Qingdao. At first, the paper providesthe summary of the current situation of Qindao tenement price since 1999, and then , by comparing the Qingdao tenement price and that of the other cities of China, that of national average standard and the price standard corresponding period separately, reach the conclusion, that is the price of tenement is high seriously and the growing speed is rapid. At last, the paper analyses the fluencies, brought by the high tenement price, to the tenement market of Qindao, the development of tertiary industry and the city construction.The third part analyses the reasons of the high tenement price of Qingdao from following aspects, which are the cost promotion by the composition of tenement price, the current taxation and expenses of tenement, the excitement of market demand, the disequilibrium between demand and supply structure, the problem of population the supply market of house building and irrational factors fields.The fourth part discusses the necessity and the process of the macro-control mainly, and supplies the corresponding proposition from the following aspects, which are the adjustment of tenement price, the perfection of tenement guarantee system , the adjustment of investment structure of tenement, the perfection of tenement trading market and the strengthen of supervision.The paper believes that the tenement industry has very important influences to market economy and the living standard of the people, whether it is effective of the price of the tenement do influent many fields of the economic society of the city. For these reasons, it is necessary to have deeply researches, which can supply us the rational methods to deal with the problem of the high price of the tenement.Through the paper' s analyzing, the research expects to offer reference for the macro adjustment of Qingdao' s real estate market, helps to decrease the whole management risk of real estate market and promotes the development of macro economy. At the same time, it tests and enriches the related theory of the forming of housing at the specific analysis and application in Qingdao city. So the paper has a certain meaning of reality and theory.
