Associate the steps of globalization and integration, China reform and opening up and deepen the reform guidance, a series of beneficiary policies were introduced to attract foreign investment and result in batches of WOFE and foreign investment companies rush to China to establish new factories. However, lots of foreign companies don’t anticipate challenges to start new business in China, many of them lack of understanding of China legal environment, not be aware of registration and procedure to start a new factory and the worst scenario is not preparing well for hiring challenges and hiring strategy. The increasing newly established factories projects have accumulated lesson and learnt gradually. Hence of that, the labor supply analysis in the local market and hiring strategy become a focus rather than legal environment.The major focus of this article is to analyze hiring challenges for newly established foreign investment enterprise A at newly establishment phase and puts forward specific recommendations on hiring strategy and practices for Greenfield project. To embrace the theme of this research, exclude the preface and conclusion, the main body of this article can be divided into three major parts.The first part is the theory analysis for talent hiring and hiring strategy summary of the foreign and domestic hiring theory output and newly established foreign investment in China hiring research and related HR conceptions.The second part is to start from the strategy of enterprise A at the development stages. Study selection of hiring strategy suit for development strategy of enterprise A.The third part, to aim at the questions from part two and puts forward the recommendations on structuring hiring strategy for Enterprise A and best practices of hiring. Mainly Consists of two aspects: effective hiring elements analysis, Hiring plan design for newly established factory, talent retention with focus on practical hiring challenges for Enterprise A and conclusion on hiring solutions.
