With the transfer of rural population increases, the government and the social groups gradually pay high attention to the migrant workers groups. The numbers of new generation peasant workers groups continue to expand and gradually occupy the dominant position.Implementation employment stability for the new generation of migrant workers has become a precondition for the basic premise for the development in the city. In contrast, the new generation of migrant workers has put forward higher requirements on their own city development. Based on the above background, this article starting from the employment demand of the new generation migrant workers, analysis the change and development trend of the public training needs of migrant workers, to explore the optimal path to solve the problem of public training and employment.Firstly, based on expounding the theory of human capital, Maslow hierarchy of needs theory,the new two yuan of labor market segmentation theory, and any other literatures that related to the domestic public training, the relevant practice and policy experience on training of some foreign development countries. Secondly, the employment ability of new generation peasant workers, the status of participate in the training in Jiangsu province were analyzed through questionnaire investigation, interview method and other methods, carding public training policy and then analyses the demand for new generation peasant workers training and public training policy implementation level. Finally on the basis of draw lessons from foreign experience, in view of the employment demand of the new generation peasant workers, then put forward the selection and transformation of public training policy to improve the stability of the new generation peasant workers.Based on the above investigation and theoretical analysis, in this paper have made the following main conclusions: first of all, it reflects a higher level of demand that in the process of the new generation peasant workers employment, because of their own characteristic and personal expectations. In addition to the equality of the demand of the salary, welfare, working environment, also include work promotion, career development, city part, social contribution and self-actualization needs. Secondly, based on the transition of employment demand as well as the policy of training, the guiding ideology of public training should change from survival to development and the government should improve and expand the public training system and policy. Main policy recommendation is: firstly, build the legal framework of public training system, make it clear of the principal responsibility in the public training system. Second, toexpand the content of public training system of the new generation peasant workers. Third,improving the qualification training system and put the basic training qualification into the industry access system. Fourth, take use of credit, tax policy, encourage enterprises and training institutions, enterprises and migrant workers to conclude a contract for the orientation training, in order to improve the new generation of migrant workers employment stability.
