As a part of retailer groups, street vendors have an integral importance to the economic development of modern urban. In the Period of the Republic of China, from 1912 to 1937,street vendors of Beijing have had a complete industry, not only were widely distributed in each districts, and the business activities have met the needs of the people’s daily basic necessities. As the bottom of the business community groups, vendors plays a the dual role on the development of the city. Vendors enrich urban life, promote economic prosperity and improve the employment rate of workers, while, also caused some damage on the environment, transport and market order. To regulate the business activities of street vendors,the Beiyang Government and the Nanjing National Government set up a special management departments and took some effective control measures. However, in the rectification process of the street vendors, there were some acts against the interests of vendors. Then, vendors had no discourse right. While, when encountering survive difficulties, they would be forced to take a spontaneous or organized resistance to safeguard their own interests. Facing to vendors revolt, the government gradually adjusted the measures and took some flexible policies in the management process, Through the two sides interacts between the municipal with vendors,the modern municipal management gradually develops and improves.
