As the economic and trade relationship between Mainland China and Taiwan deepened, the Association for Relations across the Taiwan Straits and the Straits Exchange Foundation signed the Agreement of Cooperation on Standard, Metrology, Inspection and Certification across the Taiwan Straits on December 22, 2012, for the purposes of providing Taiwan opportunism created by the development of the Mainland, benefits from cooperation and hand-in-hand development of economy of the Straits. This Agreement covers cooperation in the areas of standardization, metrology, inspection, certification, accreditation and consumer product safety, and triggered the dialogue on conformity assessment across the Straits.The relevant authorities would need substantial discussion about the implementation of the Agreement. This thesis analyzes and compares the mandatory certification schemes of the Mainland and Taiwan, and proposes a flexible roadmap to mutual recognition of conformity assessment results between the Straits based on the proficiency testing by CNAS and TAF, the accreditation bodies of the Mainland and Taiwan, for LED road lamps in 2011. Most the standards used in mandatory certifications in the Mainland and Taiwan are adopted from IEC and CISPR standards, which are international standards. Therefore, possible choices of products for mutual recognition could include house appliances, audio and video products, IT products and lighting equipment. Mutual recognition for a conformity assessment results of these products are technically feasible. As the standards for these products are adopted form IEC standards, comparison between the standards used in the Mainland and Taiwan can be made and appropriate measures can be taken to take care of the differences. Once recognition of testing reports is reached, recognition of certificates between the Mainland and Taiwan is more far away.
