Problems And Countermeasures Of China's Inspection And Certification Organization Development

The importance of the intermediary organizations becomes visible increasingly in the social transformation process. Higher requirements of the whole society about the quality of work were put forward in China's economic transformation process-from the model of scale to the model of quality, which need to develop the inspection and certification of intermediary organizations to server the enhancement of the quality of China's economic development. China's intermediary organizations of inspection and certification was established and developed in the transformation, from planned economic system to socialist market economic system, so the system and mechanism is not perfect, and there are still many difficulties and problems in the running process. This research take company A as a case, and use public product theory and the new public management theory to research the management of China's inspection and certification intermediary organizations through case study method, and the research found that some problems existing in the internal management of in the current government inspection and certification organizations need to be settled, as follows:The Government's intervention in the inspection and certification organizations is too much frequently, and the government is not only the organizers, but also the managers of the intermediary organizations, and the government has higher requirements for intermediary organizations; The inspection and certification organization's self-management, self management and self-development is not strong. The main reason dues to three aspects:government policies Supplying dilemma, the inadequate of internal governance and incentive mechanisms and the low degree of public recognition. And some countermeasures were put forward from the company's internal and external aspects in the research:Rebuild the legislation ideas of the market intermediaries; Establish and consummate laws and regulations of market intermediaries; Straighten out the relationship between the government and the inspection and certification organization through establishing "public-private partnership"; Give up part of market share of the public products and expand the activities'space of inspection and certification of the intermediary organizations increasingly; Guide the enterprises and social's awareness of the importance of inspection and certification and enhance the public's credit of the results of inspection, verification and certification. Meanwhile, the enterprise should continue to deepen reform and improve the autonomy of enterprises though establishing the perfect and modern enterprise system; and increase the exploitation of the intensity of human resources and improve the quality of the enterprise's talented personnel; explore new avenues for strengthening laboratory construction actively.
