Research On Policy Financial Resources Supporting The Development Of Rural Economy In Yunnan Province

Policy Financial Resources is that a financial institution being controlled by the government, which based on public credit, put a sum of Policy-oriented fund into a certain industry. It is aiming to achieve social and economic policies and guidelines which making by central government. The most influential policy financial institution, in China, is Agricultural Development Bank of China(ADBC). Through the agricultural policy-oriented loans, some undeveloped rural ares got sufficient credit flowing and achieved plentiful and substantial achievement about sideline products collection or storage and infrastructure construction.In the first part, the author focused on several professional terms’ academic concept and definition, for example: the policy-oriented loan, in order to find out research thought and counterpart’s framework about relationship between policy financial resources and the economic development in rural ares.Yunnan Province has a rural population of more than 40 million, which is locating in the Southwest China. It is most significant to achieve the goal of ‘Rise of West’. We cannot ignore the positive influence of policy financial resources to rural ares, if you want to find a way improving rural residents’ level of living. Specifically, policy financial resources obtain some positive results in several fields, such as Grain Storage, Irrigation Construction, Power grid Reconstruction, House Construction, Land Reclamation and Logistics-system Building.Taking the Agricultural Development Bank of China, Yunnan Branch, for a instance, this article analyzes the figures of policy-oriented loan from 2010 to 2014 year, striving to pick out some current problems in terms of less individuals would benefit, distribution difference among different religions, the proportion of unsettled account of grains is not unreasonable and wanting of protection by Special Law. Based upon the above issues, we should take stringently related measures such as: expanding the fundraising channels of policy financial resource, increasing the range of credit object, balancing difference among religions in Yunnan province, using new mode of repayment: Asset Securitizaition. Significantly, the author suggest that the government would accelerate the special law of policy financial resources.
