Research On Rural Land Circulation Under The Background Of Urbanization In New Era

In 2011,China’s urbanization rate topped 50 percent for the first time, a period with rapid development and obvious contradictions in the process of urbanization has come. Speed-type urbanization is difficult to continue for restricted by resources and the environment, the urbanization in new era pays more attention to the quality. Too much floating population has caused many problems for urban ecological environment and social environment. The view of people-centered makes population urbanization becomes the major goal in the process of urbanization in new eras. This requires farmers released in rural land and more property income for farmers can be provided by rural land circulation. Orderly rural land circulation is important for development of urbanization sustainably, the principles such as intensive and efficient, green and low carbon, cultural inheritance, market leading, overall planning put forward the specific requirements for rural land circulation.There are a number of problems in the process of rural land circulation: many conflicts, especially the government land acquisition and demolition of violence has caused widespread concern in society, which is not conducive to promoting the development of China’s urbanization in new era. The points about Distribution of benefits in Rural Land allocation, land use issues, financial problems of land has become hot issues in academia and many scholars have conducted research on the rural land circulation. It is private ownership of land in foreign different from China, but the land transactions theories are also useful.The paper mainly uses policy analysis and data analysis methods, and start from requires of rural land circulation in the process of urbanization. Firstly, it analyzes the present conditions of urbanization and the changes of rural land circulation system, and puts forward seven requirements of rural land circulation in the process of urbanization; secondly, it gets the problems of rural land circulation, such as not standardized, difficult to achieve scale effect, lack of using plan, limited market function, and unbalanced circulation etc according to the seven requirements, and using the relevant data to prove the problems. Thirdly, the paper analysis the reasons stand on the laws about rural land circulation, market, local government, supporting facilities and unbalanced development of urbanization. Finally, it puts forward the proposals to promote the rural land circulation in the process of urbanization, including improving relevant laws, supporting facilities, locating local government properly, establishing of agricultural land transfer market and developing urbanization as a whole, etc. This paper hopes to provide a reference for promoting the transfer of rural land orderly and realizing the development of transformation of urbanization.
