China’s rapid economic development is at the cost of large amount of energy consumption, which has caused serious environmental pollution, ecological imbalance. At present, our country is facing several problems concerning energy, such as acute energy shortages, irrational consumption structure, low energy efficiency, over-reliance on import, and so on, which have directly hindered the country to achieve the goal to be a resource-saving and environment-friendly society. To the end of reducing energy consumption intensity and eventually making breakthroughs in China’s energy consumption Dilemma successfully, research on the way to improve energy efficiency, reduce irrational energy consumption, optimize energy consumption structure has important practical implications.In terms of energy consumption intensity factors, domestic and foreign scholars have carried out large amount of research on energy prices, consumption structure and industrial structure, level of economic development and technological innovation. Based on the analysis of previous studies, this paper discusses the theoretical mechanism of their effects on energy intensity from the perspective of institutional factors, such as The proportion of Non-state Economy and the opening up, and use the static panel model and dynamic panel model to test the theoretical hypotheses empirically at the same time.Firstly, descriptive statistics of total energy consumption, consumption structure and intensity are offered from perspectives of national and regional levels, and regional differences are also analyzed. Then factors, such as The proportion of Non-state Economy, opening up and a lot of control variable, are defined, and the theoretical mechanisms of their effects on energy intensity are discussed also. Then on the base of theoretical analysis,econometric models are built respectively corresponding to dividing our country into eastern, central and west parts. While taking 1998-2012 panel data of 30 provinces and municipalities as samples, mixing effect, fixed effect or random effect regression model is selected by some test tools, then the final regression of static panel model is estimated, besides, the regression of dynamic panel model is used to confirmed the regression of static panel model, so that, the reliability of the conclusion is assured.The results show that factors’, such as The proportion of Non-state Economy, opening up and so on, effect on energy intensity come out to be remarkable, The medium effect of opening up effects on the energy intensity by increasing the proportion of non-state economy is established; The proportion of Non-state Economy, opening up and so on, have distinct influences on reducing energy intensity in different regions. Finally, based on the empirical results obtained from this paper, appropriate policy recommendations are offered for the purples of providing some theoretical reference.
