Study On Coordinated Development Relationship Between Social Economic Benefit And Ecological Environment Benefit Of Land Use In Liaoning Province

To fully grasp the regional distribution of Liaoning Province and dynamic evolution of the overall efficiency of land use, to promote social and economic development and ecological environment construction coordination, this paper estimates the use of social economic and ecological benefits EVOLUTION index of the land from 2000 to 2012 of 14 prefecture-level city in Liaoning Province by multi-factor model. This paper also analyze the coupling development relationship of between social economic and ecological benefits of the land use from the perspective of both space and time. The conclusions are as follows:⑴ By calculating the index of the evolution of land use efficiency, from 2000 to2012, the index of 14 prefecture-level city is showing an upward trend, rising from0.1 to 0.5; and it also shows some similarities, that is, comparing to the evolution condition of social and economic benefits of land use, the fluctuation is high but the increase of evolution index is relatively slow, only increasing from 0.15 to 0.25.⑵ By establishing the development model of social economic and ecological benefits of land-use, the author has studied the coupling coordinated development among the 14 cities Liaoning Province of the year 2012. the study results show that the the coefficient of coordinated development of Shenyang is 0.6289, Dalian City0.6156, Anshan City 0.6126, Benxi City 0.609, Dandong City 0.6092, Jinzhou City0.6076, Liaoyang City 0.6213, and Panjin City 0.615. The cities mentioned above belong to the medium coordinated development with retarded the ecological environment; the results of the other 6 cities are Fushun City 0.5925, Yingkou City0.5787, Fuxin City 0.5958, Tieling City 0.5959, Chaoyang City 0.5933, and Huludao city 0.5891. The coordinated development coefficient of the 6 cities are relatively low and they belong to reluctant coordinated development with retarded ecological environment.⑶ By making dynamic analysis of the coupling degree of social economic and ecological benefits of the prefectural-level city in Liaoning Province from 2000 to2012, the results show that the evolutionary trend in Shenyang, Anshan, Benxi,Dandong and Jinzhou is relatively similar with the degree of coupling from 0°in 2000 to 45°and then reach the best level of 90°. After that, the degree decrease slowly and develop to the trend of 45°. The cities of Fushun, Chaoyang, Huludao also have the similar developing trend, but the difference lies in the degree of coupling in the late period of the study drops back to the development stage and then always stay in close to 90°without obvious decrease. The evolution of coupling degree of Dalian,Liaoyang, Panjin, Fuxin and Tieling is similar increasing slowly after entering the development stage and constantly approaching close to 90°. The coupling of Yingkou increases by year by year because of coordinating development, even surpasses 90°and stay after reaching the limit. The highest degree Yingkou has reached is106.54 °in 2011.⑷By studying the coupling coordination of Liaoning land efficiency and benefit,it proves that there is a close link between the social and economic benefits and ecological benefits of the land use of Liaoning Province. Social and economic development needs to make a reasonable use of land resources, to protect the land resources in the same time and pay attention to the ecological environment. The two aspects are mutual restraint, mutual influenced, and mutual promoted, and thus to form a coupled coordination overall system by utilizing social and economic benefits of land use. To sum up, the development speed of land use and the eco-environmental benefit of Liaoning Province is relatively retarded. The coordinated development level of the cities in the middle of Liaoning Province is relatively high, and the next is the northeast and the coastal areas. The level of northwest of Liaoning is relatively low.While developing social economy, Liaoning Province should pay more attention to eco-environmental construction, boost the quality of environmental land use to ensure sustainable use of land resources.
