The goal of the circular economy is to gain the maximum of production by consuming the minimum of resources. A reasonable and effective evaluation of the circular economy efficiency is vital. Through the appllication of comprehensive evaluation, we get that economy and environment are out-of-balance, provinces must input more effort to achieve their purposes about the circular economy development. Further, by combining the qualitative and the quantitative way, we get a new input and output index system to evaluate the circular economy efficiency. By applying C2 R model to analysis the static efficiency of circular economy for three consecutive years, we get that the development of circular economy is unstable. In order to improve circular economy efficiency, provinces should pay more attention on the allocation and the use of resources. By applying Malmquist model to estimate the dynamic efficiency of 2011 and 2012, the circular economy shows a downward trend. By comparing the results of C2 R and Malmquist model, provinces are classified into four groups. The third quadrant contains twelve provinces, and these provinces will have to put more investment to make research and encourage creation to get rid of the current situation. Fourteen provinces lie in the forth quadrant, and these provinces should put more effort on the management, especially technical and scale management.
