Resource-based Cities Comprehensive Comparative Evaluation Of The Economic Efficiency Of The Cycle Method Based On DEA

As an important part of urban subject in China, resource-based cities have made a great contribution to China’s economic development. To achieve the goal of sustainable development of resource-based cities, implementing circular economy is imperative. This research based on the DEA Model, listing the indicators of resources utilization efficiency and electronic waste recycling efficiency in the evaluation system, using DEA evaluation methodology to assess14resource-based cities in different regions of China and giving the corresponding suggestions. The result indicates that, as a whole, the overall level of circulating economic development among different areas of China tends to be lower, but a marked boost since2011; from a regional perspective, the differences of circular economy development degree between all regions is obvious:the effective decision making units of circular economy efficiency focus primarily on eastern coastal areas, while it is lower in Midwest areas. For example, the circular economy is well-developed in Karamay, Daqing, Zibo and Shaoguan, reaching the DEA effective standard; by contrast, the level of other10cities is relatively backward, belonging to invalid DEA. Therefore, to enhance the level of circular economic development of resource-based cities in our country, the primary task is to adjust the input proportion and resource allocation, to strengthen the promotion of resource-saving technologies and to improve the utilization efficiency of resources. Secondly, it is important to import advanced technology to deal with the "three wastes", thereby improving recycling efficiency. In addition, coordinating the regional circular economic development, to make the well-developed cities innovate continuously as well as sharing experience, while to make the developing cities learn advanced theories, draw on experience and meanwhile, combined with the current condition, taking active improvement measures. The considerable progress could be realized as long as coordination between different resource-based cities is harmonious and specific steps would be taken.
