Based on the theory of circular economy, this paper build an evaluation system ofcircular economy development level, Circular economy can be divided into reduction,recycling and harmless three subsystems. This paper uses the analytic hierarchy process(AHP), data envelopment analysis (DEA) model and panel data of linear regression. Analysisthe technical efficiency of the influence of the circular economy development level, from thelevel of circular economy and circular economy technology efficiency two aspects to evaluatethe development of circular economy in Xinjiang. The main conclusions are as follows:1, The circular economy development from2006up to now in Xinjiang, the averageannual growth rate of7.26percent, higher than the national average of3.79%. The beginningof circular economy development level is low, has been in a state of basic cycle level Ⅲ.From the developing trend, the level is on the rise, but the level of circular economydevelopment in the national ranking basically at the bottom one, two. No matter from thecomposite index of the development level of circular economy in Xinjiang in the nationalranking, or from the perspective of the ranks of recycling economy subsystem, Xinjiangcircular economy development level in the backward level.2, Circular economy in Xinjiang clear difference between subsystems, its growth rate isinconsistent. Reduction, recycling and harmless index of average annual growth rate of4.02%,0.44%and18.75%respectively. The circular economy in Xinjiang from2006to now,reduction index levels from Ⅲ basic loop state just entered the Ⅱ secondary loop. Recyclingindex was basically to stagnate, has always been in a state of basic grade Ⅲ. Harmless indexwas development rapidly, from2006Ⅳ basic not circulation development level to level2011Ⅱ medium circulation state.3, To measure the circular economy technical efficiency in Xinjiang. Found that thecirculation economic technical efficiency, pure technical efficiency and scale efficiency hasnot been effective. From the developing trend, the circular economy overall technicalefficiency and scale efficiency in Xinjiang has a downward trend, falling by an average of9.48%and8.63%respectively. Pure technical efficiency fluctuates up and down, Basicallymaintained at more than0.8. Compared with the national average, the circular economytechnical efficiency in Xinjiang is less than the national average. Technical efficiency of the circular Economy is only a few areas where effective, Such as Beijing, Shanghai, Zhejiangand Guangdong and other areas. DEA effective regions are economically developed easternregions.4, On the technical efficiency analysis of the influence of the circular economydevelopment level, the circular economy technical efficiency effectively was beneficial to theimprovement of the level of circular economy development in Xinjiang. In the process ofcircular economy development, the scale of circular economy development in Xinjiang isunreasonable, hindered the rapid development of circular economy.Finally, in this paper on the basis of the empirical analysis conclusions, put forwardsuggestions to promote the development of circular economy in Xinjiang: Reducing theconsumption of resources and material; upgrade or improve waste treatment technologies; toimprove resource utilization and resource allocation is reasonable; improve the managementmechanism and management level, and appropriate to reduce the scale of development ofcircular economy.
