Study On The Problem Of Financial Support For Rural Economic Development In Kizilsu Kirghiz Autonomous Prefecture

The development of rural economy is a worldwide problem, so it is in China, no exception. To solve the problem of rural economic development, in addition to the government’s policy support, also needs the support of rural finance. Financial support for agriculture is not only reflected in the support for rural economic development credit funds, but also embodied in the economic development of rural infrastructure for support. April 20, 2014 under the State Council issued the "Opinions of financial support for agriculture development," including deepening the rural Financial system, vigorously develop rural,agriculture-related funds put the boot to increase innovation in rural financial products and services, increase financial support for key areas, steadily foster the development of rural financial markets. Kizilsu Kirghiz Autonomous Prefecture, located in the Northwest of Xinjiang, is an agricultural and pastoral areas, is weak in agriculture base, the rural economic development level of the whole xinjiang has a large gap, coupled Kezhou single rural industrial structure, are economically underdeveloped regions, this restricts the development of rural Kezhou some extent.Financial development and financial deepening theory is the main theory of financial development, but for the development of China, especially Kizilsu Kirghiz Autonomous Prefecture, due to the existence of dual economy, with some limitations;Kezhou main demand in rural areas are mainly farmers, small and medium agro-gram to the government on behalf of the state of rural infrastructure, and their demand for funds used for production operations.But the major commercial banks Kezhou financial institutions in rural areas shrink, resulting in efforts to support financial institutions in rural areas is difficult to cover all rural areas there is a big gap in the supply of financial services is missing serious, leading Kezhou rural financial support and services efforts in rural areas far from meeting the multi-level, diversified rural financial needs. How financial support to better provide service for regional rural economic development, is the key point of this study.It is in this context, this paper studies the problem of Kizilsu Kirghiz Autonomous Prefecture rural financial support to rural economic development. To effectively solve the unreasonable distribution of rural financial institutions, financial supply single, and the problem of excessive control risk at home and abroad this paper refer to the related research about rural finance and rural development, using the related theory of financial support for economic development at home and abroad, combined with the actual situation of regional financial support, and economic development, based on the supply of the regional financial market and financial demand subject as well as the balance of supply and demand is analyzed, combined with the questionnaire of farmers, reveals the Basque region financial support of rural economic development problems are: the defects of regional rural financial system, rural financial market products, such as single, insurance, guarantees the restriction of laws and regulations as well as the rural poor credit environment. To solve above problems and combining the advanced experience at home and abroad, this paper puts forward the following Suggestions: perfecting the financial organization system construction, encourage to set up the new financial institutions; Set up a financial risk guarantee fund, decentralized financial institutions to credit risk; Build system of building insurance, reduce the agricultural disaster losses; Construction of financial talent support mechanism.
