Research On The Smart City Construction And Government Management Problems In Our Country

Smart city is a city that it is constructed after the information technology city and the digitization city construction, and it is a city that the domestic and foreign scholars and industrialists proposed a new urban form, is a new thinking for the future development of the city, at the same time, has an very important significance on the global urban construction. The research about the smart city was began to explore in the early 1990 s by the foreign scholars, and its practical construction is relatively early than the domestic. At the same time, the foreign countries combined with a good industrial foundation, the foundation of the information construction and the urbanization development level of high quality. Therefore, the European and American countries on the smart city construction is relatively easy. Our country pays attention to the smart city construction is started in 2009, and in the 2011, the domestic began to form smart urban construction boom. Since then, smart city has attracted many attentions of the domestic academia and industry.This paper is to study the problems of smart city construction that have emerged from the city government’s point of view, and this analysis is in order to make useful suggestions for local smart city construction. The first chapter discusses the realistic background, policy background and technical background on the smart city construction studies at home and abroad, at the same time, analyzes the necessity of smart city construction and the development of new cities. Meanwhile, the theoretical research results summarize the smart city construction at home and abroad. The second chapter is the study on theoretical part. Firstly, it discusses the logical relationship between the smart city construction and theoretical basis of the smart cityconstruction-Public governance theory, and management system of the city. Thus, we can arrive at two essential points on smart city construction, conditions-public governance theory and good urban governance system. Secondly, considering the several aspects of the concept, content, features, construction content, the development model and technical framework, application system illustrates what the smart city is.The third part is the focus of this study, from the city government perspective learning the problems and causes of the smart city construction and resulting eight major issues.The fourth chapter is the smart city construction at the domestic and foreign, and the intelligence case studies. Through comparative study, dynamic approach, we can study the practice of domestic and foreign. This focus is comparative analysis of the characteristics of the three foreign from Asia, Europe, the Americas regional and smart city construction of the focus purpose, focus, building construction process and its development advantages and prospects. In addition, taking the Singapore for example, a more detailed description on the smart city construction and government playing in the smart city construction. This is in order to provide the experience and smart of enlightenment for our urban construction. Thus, while the road ahead is full of twists and turns, but there is no doubt that the smart city is a city of the future development and is also a bright future of our country’s urbanization. The construction of the smart city will full of vitality in our country information technology, digitization,and the smart of the localization of social life in the future.
