Research On Shaanxi Urban Infrastructure Investment Efficency

With the rapid development of urbanization in China, the government continues to increase the investment in urban infrastructure year by year. But with the rapid increase of scale and structure in urban infrastructure investment, there has been many problems such as reckless investment, serious resource waste, unbalanced regional development and excess investment and other issues,.These problems is not only a serious obstacle to the development of the city, but also caused a lot of social problems. To this end, the government should find a breakthrough to solve the problem of urban infrastructure investment brought about by the social negative effect.So it has important implications for the study of how to measure and improve the efficiency of urban infrastructure investment.In this paper, the research object is the urban infrastructure investment efficiency of Shaanxi Province. Firstly, it definines and elaborates the theory of efficiency about urban infrastructure investment.Then it analyzes the impact of technical efficiency theory, returns to scale theory, production portfolio theory and sustainable development theory to urban infrastructure investment efficiency.Secondly, it analyzes Shaanxi Province urban infrastructure investments and the problems that may arise. Again, make Shaanxi province as an example for empirical research, on the one hand, using of DEA method to calculate the overall efficiency, pure technical efficiency and scale efficiency and changes from 2007-2013 in the 10 cities in Shaanxi Province from a static perspective; On the other hand, using the Malmquist-DEA index to calculate the TFP index,TEP index and TC index from the dynamic point of view,then analyzing the urban infrastructure investment efficiency changes from inter-temporal evolution;and using of Tobit model to make a regression analysis of the impacts factors of urban infrastructure investment in Shaanxi.The results show that the urban infrastructure investment in Shaanxi Province is relatively effective and has a good stability.The differences of investment efficiency in urban infrastructure were not significant. TFP is in the state of litte growth,and the reason to cause the TFP is the differences of TEP and TC. Finally, on the basis of empirical analysis,it puts forward the policy suggestions on improving the efficiency of urban infrastructure investment.This paper not only provides a complete evaluation process for urban infrastructure investment efficiency study but also provides the policy suggestions to optimize the urban infrastructure investment efficiency of Shaanxi province. It has the certained theoretical and practical value to enhance the investment efficiency of urban infrastructure and strengthen the urban infrastructure investment optimization decisionmaking ability.
