Research On Investment Efficiency Evaluation Of Urban Infrastructure In China

With the acceleration of urbanization in our country,the investment of government on urban infrastructure has been increasing year by year.When the investment scale of urban infrastructure increases,the problems of frivolous investment,over-investment and imbalanced investment between different regions have emerged.Therefore,under consideration of the limited social resources,the scientific and objective evaluation of the project is of great significance for decision makers to scientifically decide the fund invested in infrastructure and control the resource distribution rationally.This study is divided into two parts.The first part is that the investment efficiency of urban infrastructure is evaluated from the perspective of spatial differenc.Starting from Topsis' s thinking,the thesis proposes an efficiency-evaluation method by constructing virtual production unit based on virtual production frontier.This method is used to evaluate the investment efficiency of urban infrastructure of 31 provinces in China in 2015,which increases the differentiation of evaluation results.The second part is that the total factor productivity index,technological progress index and efficiency change index in the eight years from 2008 to 2015 are evaluated from the perspective of time evolution,and then the intertemporal evolution of infrastructure investment efficiency in 31 provinces in China is analyzed.The analysis shows that: the investment efficiency of urban infrastructure of 31 provinces in China shows a slight fluctuation in 2008-2015.The change of total factor productivity in 2008-2010 is mainly affected by the change of technological progress.The change of total factor productivity in 2010-2015 is mainly affected by the comprehensive efficiency change;there is a certain degree of substitution effect between technological progress and technical efficiency;From the cumulative effect of view,the investment efficiency of urban infrastructure in China is declining year by year.Only the Liaoning Province in 31 provinces has shown an upward trend in the efficiency of infrastructure investment.The reason of the increasing is that while technological progress is lagging behind,the improvement in pure technical efficiency has significantly contributed to the growth of investment efficiency;The growth of total factor productivity in the region shows a step-down status from middle,east to west.The trend of technological progress and that of total factor productivity of each city in the central region are similar;The investment efficiency of urban infrastructure in the western regions is not much different.The total factor productivity of urban infrastructure in eastern cities is mainly affected by the technological progress.The research helps decision makers to improve the decision-making process of urban infrastructure investment with limited funds and to promote the management of infrastructure projects.
