Research On Economic Popicy Of Industry Energy-saving And Emission-reduction In Jilin Province

For years,the development of industrialization is almost beyond the bearing capacity of environment and resources in our country,and with the one-sided pursuit of economic growth,the environment suffers great damage, which is very obvious in province regarding resource-type industry as the leading industry. Ji Lin,as the old industrial base,has also some environmental issues,such as high energy consumption and high pollution. Therefore, the measure of energy saving and emission reduction has already been the most inevitable and important task for Ji Lin during the development of economy and society at present and in the future.The thesis firstly introduces some information about JI Lin industry`s action of energy saving and emission reduction, including the research background, purpose and significance, introduces its basic meanings,related economical polices and theories,and summarizes the present situation and problems. Meanwhile,a brief introduction the good example of cities abroad and at home in the action of energy saving and emission reduction will be given. Besides,the author concludes the main issues for the policies of Ji Lin in the action of energy saving and emission reduction such as paying more attention on the development of heavy chemical industry and resource material industry,no specific implementation measures for emission trading,unreasonable structure,low efficiency of investment on the action of energy saving and emission reduction and so on. Referring to the successful experiences abroad and at home,the author gives suggestions on how to improve the implementation of the policies of energy saving and emission reduction:deepening the reform of tax,increasing the degree of tax regulating and controlling of the environmental behavior of hazardous resources,levying environment protection tax,giving financial support to the projects of competitive action of energy saving and emission reduction,strengthening financial management and improving the efficiency of the use of public funds and so on,which promote the energy saving and emission reduction to go smoothly.
