During The 11th Five-year Plan In China Energy Saving And Emission Reduction Policy Effect Evaluation And Inspiration

As seen on global catastrophic climate change issue,many countriesaround the world demonstrated a high degree of concern , and has made ontheir commitment to energy-saving emission reduction in the 2009Copenhagen conference . After 30 years of reform and opening up ,Chinaaccess to the rapid economic growth, but also paid for a great resource andenvironmental costs. From our own reality, China make energy-savingemission reduction as the binding targets of "Eleventh Five " Plan and putforward specific demands on greenhouse gas emissions. But energy-savingemission reduction involves a wide range and difficult work,we only evaluateto energy-saving emission reduction policy to better implement it,last achieveour the commitment .The paper starts with the concept of energy-saving emission reduction inChina, our state council and the departments of the various ministries issuedenergy-saving emission reduction policy in the period of "Eleventh Five "Plan,then,I evaluate the energy-saving emission reduction policy on thecombination of China’s "Eleventh Five-Year Plan" period of the actualsituation . the contents of evaluation are pollution emissions are decreasing,ten thousand yuan GDP energy consumption is decreased ,our energy-savingemission reduction policy havetwo deficiencies: China energy saving andemission reduction policy statistical monitoring and the programs andmethods of evaluation, the sophisticationof policies and regulations. Iobtained some enlightenment to how to implement and to achieve the desiredresults during the "Twelveth Five" plan. First of all, it is suggested that it isessential to establish and perfect the adjustment mechanism of economicstructure. Second, we should build a comprehensive accountabilitymechanism. Third,we should guide people form one type lifestyle of energy-saving emission reduction.The proposal made in the paper can notonly summary the effects of energy-saving emission reduction policy, but alsois helpful for the practice of implementing energy-saving emission reductionpolicy.
