Research On Energy Saving And Emission Reduction Policy Of Industrial Enterprises In Heilongjiang

At the end of the 12 th Five-Year Plan, China's national economy increasing speed is slowing down but still keeps the growing trends. During the 12 th Five-Year Plan, Heilongjiang Province makes great achievements in economy development as a leading province rich in resources and an old industrial base in Northeast of China. Particularly, the thriving development of industrial enterprises provides endless driving forces to the economy development. Along with the rapid development of economy, high emission, high pollution and high energy consumption come into being and could not be solved effectively till now, which goes against the national policy of energy saving and emission reduction. At the beginning of the dissertation, the basic information of the energy saving and emission reduction policy of industrial enterprises in Heilongjiang is summarized, the existing problems of the current energy saving and emission reduction policy are found out and the causes of these problems are analyzed, which lays a sound foundation for the proposals for the improvement of policy.Secondly, the typical cases of energy saving and emission reduction policy of industrial enterprises both at home and abroad are chosen to be analyzed in the dissertation and the beneficial experience of energy saving and emission reduction work is summarized, which can provide some enlightenment on the improvement of energy saving and emission reduction policy of industrial enterprises in Heilongjiang.Thirdly, based on the advanced energy saving and emission reduction policy both at home and abroad, countermeasures to improve the energy saving and emission reduction policy of industrial enterprises in Heilongjiang with regard to the existing problems are proposed from the perspective of industrial policy, economy policy, technology policy and supervision policy.Lastly, through the implication of the improved countermeasures the achievements made by Harbin Electric Corporation, the scientificity and feasibility of the proposed countermeasures are verified.
