China’s steel industry has been at the top of global production since 1996, but the output of the growing behind is excess steel production capacity. Especially since 2012, the iron and steel industry has in a comprehensive "winter period", the market downturn, the imbalance between supply and demand, low capacity utilization, serious overcapacity. Since the early 1990s, the central government has been promulgated regulation policies of the iron and steel production capacity, however, a series of policies have been issued more than 20 years, and the steel overcapacity situation is not improve even more serious.Literature research and comparative analysis methods are used in this paper, the local government’s behavior as the research object, with the current iron and steel industry decline as the research background, in-depth analysis of China’s local government behavior in the implementation of control policies in the process of the iron and steel production capacity, to break local government’s policy implementation rules. First of all, carding and divides the historical stage of China’s iron and steel production capacity control policies, and to understand the current around the steel overcapacity situation. Secondly, to observe the behavior of local government implementation of the steel production capacity control policies and categorize, summed up the local government’s implementation of the policies in the three types of behavior, loyal behavior, discount behavior and resistance type execution behavior. Thirdly, from the value orientation, the standards of policies, implementation mechanism and so on to analyze the cause of the local government which has discount and resistance type policy behavior. Fourthly, put forward some suggestion to change the discount and resistance type policy execution behavior. Finally, the thesis come to these conclusions:the local government in the implementation of steel production capacity control policy should be integrated use of economic, administrative, legal means for management; To improve the discount and the resistance type policy execution behavior is the key to ensure the policies’implementation; We should take measures from the ideological understanding, methods, and institutional level comprehensive to guide the local government’s behavior.
