As an important department of the production and processing of raw materials, iron and steel industry is one basic industry clearly related to the national economy and people’s livelihood. Now, this industry is facing the dual effects of excess capacity and high energy consumption. Meanwhile, the contradiction between energy supply and demand and environmental pollution are getting more and more serious. As a result, it is necessary to reduce the energy consumption and emission. In this sense, as one basic unit of energy use and management, the high efficiencies of green production management can improve the energy utilization through systematic and comprehensive management measures. By using technical measures to improve the recycling of resources and deeply searching the innovation potential of managerial and structural energy saving and emission reduction, the iron and steel industry is very important for China to realize its energy saving and emission reduction goals. Hence, there are important practical significance for iron and steel enterprise too carry out the green production behavior.This paper chooses green production behavior of iron and steel enterprise as the research object and uses theories such as sustainable development circular economy theory, ecological industry, basic theory and methods of optimization theory and literature research to make further analysis. Combined with qualitative in deep interview research, this paper forms influential factor model of green production behavior of iron and steel enterprise. Then, through analysis on the questionnaire survey data, it studies the affecting mechanism of external and internal factors of iron and steel enterprise green production. Furthermore, this paper designs the system dynamic model to simulate and analyze the influences of various factors on iron and steel enterprise green production willingness level. Based on the empirical analysis and simulation analysis, this paper discusses the countermeasures and suggestions related to how to guide the iron and steel enterprises to carry out green production behavior more efficiently. The specific research contents are listed as following:First of all, the situation of green production behavior in iron and steel enterprises has been deeply analyzed. The five processes of energy consumption and pollution emission, such as coking, sintering, ironmaking, steelmaking, steel rolling are analyzed. Combined with case analysis, this paper discusses the importance and specificity of green production of iron and steel enterprise and summarizes the green production behavior into technical improvement behavior(production technology improving, equipment updating), management improvement behavior(strengthen management, process control, improve the quality of employees) and structure improvement behavior(to reduce raw material and energy consumption, green products, waste reduction).Secondly, this paper makes theoretical analysis, influence mechanism analysis and game theory analysis on the influential factors of iron and steel enterprise green production, such as government regulation, public supervision, technical factors, market stakeholders and green atmosphere. As a result, according to the analysis above, all the factors have significant impacts on iron and steel enterprise green production from theoretical aspects.Thirdly, this paper makes interview research on the influential factors through grounded theory and qualitative research idea and method. Then, based on the theoretical and literature research, it establishes the research model of influential factors of iron and steel enterprise green production and divided the external and internal factors by dimensions. To be specific, the external influence factors include government regulation, public supervision, technical factors and market stakeholders. Among them, the government regulation is divided into three dimensions: command and control regulation, market mechanism and supervision; Public scrutiny is divided into two dimensions: supervision and law enforcement and public opinion pressure; Technical factor is divided into benefits and applicability and the cost and availability these two dimension; Market is divided into stakeholders consumers and supply partner two dimensions. Also, the internal factor, Green atmosphere is divided into social responsibility, employee green demands, leading values and green cognitive and enterprise culture four aspects. In addition, Steel special influence factors mainly include the condition of the continuous green production status, technological process, debt ratio, and external financing difficulty.Fourthly, this paper adopts the questionnaire survey method and data to make a empirical study on the influential factors of green production behavior in iron and steel enterprise and tests the study hypothesis. The main conclusions are as follows:Technical improvement behavior, management improvement behavior and structure improvement behavior all have significant differences according to the differences of the condition of the continuous green production status, technological process and external financing difficulty respectively. Technical improvement behavior of iron and steel enterprise green production has significant differences due to the differences of debt ratio.Command and control regulation, benefits and applicability and supply partner parts partly affect the technical improvement behavior through green production willingness. Public opinion pressure, earnings and applicability partly affect the structural improvement behavior through green production willingness. Cost and availability affects the structural improvement behavior all through green production willingness. Market mechanism type control, benefits and applicability, the cost and availability and supply partner parts all partly affect the management improvement behavior through green production willingness. Pressure of public opinion affect the management improvement behavior all through green production willingness.Social responsibility, green demands of employees, enterprise culture have moderating effects on the green production willingness transforming into management improvement behavior and structural improvement behavior. Leadership values and green cognitive has moderating effect on the green production willingness transforming into technical improvement behavior and structural improvement behavior. Green production results have significant impacts on green production willingness and green production behavior in iron and steel enterprise.Fifth, on the basis of above research, this paper establishes the system dynamics model of influential factor of iron and steel enterprise green production and makes simulation analysis. The main conclusions are listed as following:Without introducing any influential variables, the green production willingness level of iron and steel enterprise shows a trend of slow growth in 10 years from 2015 to 2025. After introducing influential variables, the green production willingness level increases quickly than its natural change.The combination effect of five kinds variables has the strongest effects on the increase of green production willingness. Besides, single factors which affect the green production willingness from strong to weak are listed in order: green atmosphere, government regulation, technical factors, public supervision and market stakeholders.Finally, this paper analyzes and puts forward the improvement measures and suggestions for green production behavior of iron and steel enterprise, combined with empirical research and simulation results. These measures and suggestions are divided into three parts: suggestions based on the external influence factors, measures based on green atmosphere and green production guide policy suggestions.
