In recent years, with the process of rural property rights system reform has gradually sped up, the rural assets are transferred more frequently, many regions across China are promoting the establishment of rural property rights transaction organizations.Currently, the public resources trading center of Ningyang county has been set up and running well, but the platform of rural property transactions is still blank.By the use of combination of literature review and field research, this paper studies the development trend of rural property transactions from the theory of property rights.This paper expounds the present situation of rural property transactions in Ningyang county, then makes a questionnaire survey of rural property transactions, proposed build rural property transaction system in Ningyang county relying on public resources trading center of Ningyang county and service centers in every town.Afterwards, analyzes some problems of the platform, makes several recommendations.Firstly, this paper introduces the theories about property rights, property transaction and rural property transaction, analyzes the run modes and problems of several rural property rights trading platform that existed in China.Then explains the basic situation, the organization, operating modes, operating results of the public resources trading center of Ningyang county and service centers in every town., to build a theoretical foundation of rural property transactions system. From the viewpoint of Rural land circulation, the author makes a questionnaire survey on four groups:the peasant,the village cadre, the land-transferred-to-party and the government department staff of agriculture, to learn about the current status of rural property transaction in Ningyang county, summarize the views of relevant groups to build rural property rights trading platform, and explain the necessity of the construction of the platform.Secondly, the paper conducts a feasibility analysis of launching the rural property transactions relied on the public resources trading center of Ningyang county and service centers in every town, then starts building the rural property transaction system in Ningyang county. The rural property trading centers of Ningyang county and every town are both branches of government that rely on the public resources trading center of Ningyang countyand service centers in every town respectively.The relevant duties are performed by a clerk in every village. The author makes a detailed introduction of the rural property trading center,includes the function orientation, the organizational structure, the types of rural properties,transaction process, the process of rural property mortgage financing, and so on.Finally, the author expects the operating effects of the platform, analyzes the obstacles that may exist in the platform in three aspects, introduce the mechanism, the actual work, and the transaction risk. Then gives suggestions such as accelerate the amendment of the law, issue the right certifications of rural property acceleratly, increase capital investment, and so on. In the end, the author summarizes the conclusion of this article, and discusses the future research.
