Research On The Construction Of Intellectual Property Transaction Platform Under The Background Of "Internet Plus"

With the acceleration of process of China's reform and opening up,the capability of independent innovation has gradually become an important basis and symbol for the development of productive forces.As an platform of aggregation and transformation of technological innovation,the trading platform of Intellectual property has become an important factor to ensure that China is becoming a creative country.Although the number of trading platforms of Intellectual property in China has been a certain scale at present,it is still difficult to dig out of the potential demand of the technology market,to close the distance between the supply and requisitioning parties of the intellectual property,and to improve the comprehensive strength of the enterprises in China.Therefore,it is necessary to study the construction of the trading platforms of Intellectual property in the new period,and with the new information technology applying to the existing trading platforms of Intellectual property,develop the new pattern of intellectual property services of"Internet plus".Therefore,this paper is based on the background of "Internet plus",and by reviewing domestic and international research,summarizes the mode of operation and the core business of eight foreign well-known trading platforms of Intellectual property,and then makes a comparative study of five domestic typical trading platforms of Intellectual property,and by reviewing developmental patterns and the core business of foreign trading platforms of Intellectual property,concludes that the foreign trading platforms of Intellectual property have the diversification of operation mode,automation of providing service,informatization of technical means,the specialization of range of service and so on,that our trading platforms of Intellectual property are worth learning.While the domestic trading platforms of Intellectual property still exist problems,such as lack of assessment or consciousness of active service,not being perfect of financial services of platforms,not being close with the "Internet plus",big data and other new technologies and so on,it clarifies the urgency of construction of theory for trading platforms of Intellectual property in the new period.On the basis of the theory of innovation value chain and other theories,this paper preliminarily expounds the pre-problem,mode of operation,demonstration design and risk-prevention of trading platforms of Intellectual property,and based on the above construction of theories,establishes system of performance evaluation indexes for trading platforms of Intellectual property,which has 4 first level indexes including construction of platforms,operation management,service level,efficiency of construction and others,and 20 second level indexes including the number of platform resources,diversification of functional modules and others.At last,this paper takes the case of the domestic website named KeYi,which is the first online technology trading market that offers information service of technology trade,service for docking and transaction service,and analyzes the website's construction of platform,operation management,service level and effect of construction,and then evaluates its operation performance,and according to its shortcomings in the construction of platform,give some suggestions for improvement.
