In recent years,the process of reforming rural property rights has gradually accelerated,and the flow of rural asset resources has also become more frequent.As a platform and hub for resource flows,the construction of rural property rights trading markets has been put on the agenda,and many regions in the country have begun to establish regional Rural Property Rights Exchange.Entering a new era and accelerating the construction of land property rights trading centers in rural areas will allow farmers not only to have land use rights and income rights,but also transfer rights and mortgage rights,not only to increase the subjective initiative of farmers,but also to provide a capital for farmers'employment and entrepreneurship.It can also ease the government's resettlement costs and burdens,and it is of great significance to the revitalization of rural areas.At present,the Xishui County Public Resource Trading Center has been established and operated,but the construction of the rural property rights trading center is still blank.How to build a rural property rights trading center in Xishui County is a subject worthy of study.The main content of this article is as follows:(1)Introduced the relevant theoretical basis,mainly defined the relevant theories of property rights,property rights trading and rural property rights trading centers.(2)Analyzed the current situation of the rural property rights trading in Xishui County.Based on the introduction of the overall situation of the Xishui County,the problems of the existing property rights trading model in the rural area of the Xishui County were analyzed.These problems include:The difficulty in linking the rural factors is difficult to achieve large-scale operations.The enthusiasm of rural residents to participate in property rights trading is not high,the definition of rural property rights and ownership is unclear,the lack of financial support services and related laws and regulations from' the reality of the problem;the reasons for these problems are mainly institutional factors,concept factors and economic factors.(3)Established a rural property rights trading center system in Xishui County,and proposed the necessity of construction of the rural property rights trading center in Xishui County from three aspects:the development of the existing property rights trading model,the requirements of the state policies,and the need for land reform;Construction objectives,main functions,operating modes,platform trading entities and transaction scope settings The details of the construction of the rural property rights trading platform in Xishui County were proposed,and detailed plans for the trading methods and trading systems of the property rights trading center were proposed.(4)Put forward the safeguard measures for the operation of the rural property rights trading center of the Xishui County,including the improvement of the supporting systems,the improvement of the policy and legal system,the clear responsibilities,the strengthening of management,the strengthening of manpower and capital protection,the improvement of the prevention and control of financing risks,and the improvement of the assessment system.Piromote market development,improve sound files,and strengthen post-event management.
