Under the background of globalization, the global production factors have been able to circulate freely in the world. The competition between enterprises and enterprises is no longer the competition among the enterprises in the past. China is a manufacturing country, so it is very important for the research on the development of the manufacturing industry.The main idea of this paper is to put forward questions, analyze problems and solve problems. This paper firstly introduces the background and significance of the research, the research content and purpose of this paper, and the relevant concepts and theories of the paper, and then through the questionnaire survey and interview method, to find out the real cause of the loss of talents, and put forward some countermeasures to improve the overall cohesion of employees.Taking HTF company as an example, the paper puts forward a new system of training and development system based on ability improvement, the paper constructs the system of training and development, to establish a scientific evaluation system, to strengthen the cultural awareness, system planning and construction of local manufacturing enterprises, and to improve the management of the company.
