After China’s reform and opening up, China began to step into the third stage of land reform. During the time, household contract responsibility system whose target is to increase the famers’income has been taken into implementation. Household contract responsibility system’s implementation has greatly increased the farmers’enthusiasm for grain. And the agricultural productivity has been greatly improved. However, in the meantime, the problem that there are lots of rural surplus labors came out. In order to get a higher income, some rural surplus labors began to transfer to modern industry sector in city. Since the reform and opening up, the transfer lasted for more than 30 years, which has formed large-scale migrant workers.Many scholars has studied this phenomenon and the impacts it brings. Rural surplus labors’transfer broaden the income channels of them. However, several years ago, the lots of emergence of phenomenon of pastureland gave us a warning:the rural surplus labors transfer has brought much negative effects. Then what impacts the rural labors transfer has on rural economy? Especially on rural economy in undeveloped area?Basing on traditional dual economy theory and according to the latest theoretical achievements at home and abroad, this article studies on the impacts of rural surplus labor outflow on rural economy, and shifts research center to the impacts on the farmers’income and agricultural productivity. Through this, we try to explore the solutions to settle current rural, agriculture and farmers’problems in undeveloped areas. After studying on the impacts of rural surplus labor outflow on rural economy of Yongzhou city, this article creates the ECM and C-D agricultural productivity model based on the relevant data of Yongzhou city from 1987 to 2013. Finally, according the results of theoretical and empirical analysis, the paper put forward the corresponding policy recommendations.
