Development of resource-based cities depend on the resources they have. In the planned economy period, resource based cities have driven the growth of domestic economy and solved the employment problem of most people. However, due to human activities and natural environment change, it is necessary to make a challenge to the sustainable development of resource-based cities.Panjin city was the second batch of pilot cities since 2007. And it developed faster than others. Therefore Panjin is selected as the research object of this paper to study the sustainable development capacity since the transformation.Based on domestic and foreign related research results and the theory of sustainable development of resource-based cities, the relevant factors affect the development of resource-based cities.These factors are classified as economic, social, resource and environmental, scientific and technological contribution.Then these four large factors are selected through the analysis of the advantages and problems of sustainable development in Panjin City. And ultimately it build a resource-based cities overall evaluation system. Based on the comprehensive analysis of the sustainable development of Panjin City, according to the index system of Panjin city from 2007 to 2013, Panjin economic and social development have a increasing trend, but the sustainable development of resources and environment are not stable. And the sustainable development of Panjin city is a tortuous upward trend.Therefore, according to the above analysis results, this paper puts forward the adjustment of economic structure and take efforts to develop new industries and enhance the enterprise innovation related measures, so as to promote the sustainable development of resource-based cities.
