The world economy and China’s economy is in a deep adjustment and structural transformation. And technological innovation and technological progress in the role of economic growth is increasingly significant. However, under the influence of technological progress continues to shrink, the cost of technological innovation continue to rise and it’s likes, our country proposed the innovation driven economic development strategy, relying on science and technology innovation, system innovation and management innovation to promote economic sustainable and healthy development and structural transformation. At the same time, the high-tech industry is the key sector of technological innovation and technological progress. The development of high-tech industry represents a country’s scientific and technological innovation level, which represents the development trend of the future industry and the potential level of economic growth. So the development of high tech industry will certainly lead to the transformation of economic growth mode, which makes the economic structure tends to be reasonable and advanced.Firstly, This paper has constructed the theoretical model of technological gap change based on catch up with the technology, which is proposed by Verspagen and pointed out the path analysis of the spillover effects and the absorption capacity on the technology gap, described the theoretical model of R&D driven technology progress from the point of view of mathematical analysis. Then, with the technology gap as the conversion variable, the panel smooth transition model (PSTR) is established, which An empirical study of the effect of R & D and driven technology progress in the technological gap of high tech industry in china. Finally, this paper has carried out the robust test, using the number of three kinds of domestic patent applications to replace acceptance number of patent applications, verifying the robustness and credibility of the results.The conclusions are as follows:(1) Narrowing the technical gap would have a positive effect on technological progress. The reaction coefficient of technological gap to technological progress rate is constant, and does not have time variability and individual heterogeneity. In addition to Beijing, Zhejiang, Fujian, Guangdong and Hainan, the average annual technical gap has been narrowing trend in most of the provinces in China, so narrowing the technology gap is conducive to technological progress. (2) The growth rate of R&D spending has positive effect on technical progress rate and asymmetry. The individual heterogeneity and time variability of the growth rate of R&D of technological progress with the technological gap in different regions and different periods having phase transition. Shanghai R&D investment growth rate has a positive effect on the technological progress rate reposefully; and the impact of R&D investment growth rate of Hubei Province on the technological progress has been slow to weaken; and the growth rate of R&D investment in Gansu province has promoted significantly the technological progress rate. (3) The effect of R&D personnel strength on the technical progress rate is different. The double combination of the quantity and quality of R&D in Shanghai province has promote mostly technological progress. The strength of R&D Personnel strength in Hubei province is more than the threshold value, and the technology progress is rapid. And the loss of R&D personnel strength in Gansu province is serious, hindering technological progress. (4) R&D spillover effect reduces the technical progress rate. Because of the geographical agglomeration effect of high tech industry R&D activities in China, which has hindered the spillover effect, the spillover effect has negative influence on technological progress.In summary, with the development of China’s economy into the "new normal" period, the decline in technological progress has become typical characteristics of the new stage of the development of high-tech industry. Between the larger technology gap sectors or regions, the government should increase fiscal subsidies, tax relief, actively promoting high technology from advanced to backward areas, And the government should guide human capital elements flow with the technology output, breaking the barriers to the free flow of advanced technology and outstanding talents in the region or industry, making combination of the introduction of high-end technology and high quality human capital, achieving really digestion and absorption of technology. In addition, the technological gap provides the growth space for technological progress. But the development of high technology industries in various regions of China is characterized by multiple levels and diversification.In each region, according to the present situation of the technical level, the appropriate high technology should be introduced. The introduction of appropriate technology has not only achieved the full use of technology and creative imitation, but also the collaborative innovation of the technology supply side and the demand, achieving innovation driven technological progress and output growth in the high technology industry.Finally, the innovation of this paper is as follows:(1) This paper investigate the influence of technological gap, R&D variables (R&D capital and human capital) and spillover effect on technological progress, the variable selection being more comprehensive, which explains the effect of technological gap on technological progress through spillover effects and absorptive capacity. (2) The panel smooth transition model (PSTR) is used to analyze the influence coefficients of different factors on the technological progress of high tech industry in our country. And the reaction coefficients are time variant and regional heterogeneity. (3) In this paper, we take the product of the similarity matrix and R&D stock as spillover effect. The technical similarity can characterize the structural similarity of different provinces, and weaken the influence of the value and the number of the patent, the approximate degree of technology being reasonably represented.
