In recent years, with the continuous improvement of China's economic development level and continuous improvement of overall national strength, the economy has shown a rapid growth trend,in which technological progress has played a very important role.Early research on technological progress was mainly based on the premise of neutral technological progress. After Hicks creatively proposed the direction of technological progress and conducted theoretical and empirical expansion research through Daron Acemoglu, scholars gradually began to study the direction of technological progress and discovered that technological progress is not neutral, and will be biased towards a certain factor for specific reasons,so research on biased technological progress is increasing.First, this paper uses panel data from 27 provinces in China from 2000 to 2018 to calculate the substitution elasticity of China and various provinces based on the CES production function, and then measures the technological progress bias index. From the measurement results,it can be seen that, overall,China's current technological progress is biased towards capital. From the perspective of various provinces, different provinces prefer different degrees of capital and labor. At the same time,as far as the same province is concerned, due to economic situation or policy and other factors, the bias of the province's technological progress is also different. Some years prefer capital and some years favor labor. In addition,by analyzing China's overall economic growth and decomposing the province's total factor productivity index, the current economic growth of China is further studied. The results show that the economic growth of most provinces is relatively fast, but it does not have economies of scale. Then, based on the measured technical progress bias index value, further in-depth research on biased technological progress is conducted.Through the establishment of a spatial panel model study,it was found that technology introduction, independent research and development, foreign trade, factor endowment, government finance, infrastructure construction, and human capital all have a significant impact on China's biased technological progress. The spatial spillover effect of independent research and development and foreign trade is more significant than other influencing factors. Then, after careful examination of the model, the PSTR model was established, and the nonlinear impact of biased technological progress on economic growth was studied and analyzed. For now,the technological advancement of China's capital bias has a positive effect on economic growth, but in the future, with the progress of technological progress, the degree of capital bias will continue to increase and exceed a certain threshold. The main obstacle is that the technological progress in favor of capital will make the gap between input and output efficiency of different industries gradually increase, which is not conducive to the healthy and coordinated development of various industries, and it will also cause the decline in the proportion of labor wages. The economy has a certain negative impact. At the same time, when the level of economic growth is low, technological progress in favor of capital has a significant positive effect on economic growth. In addition, according to the regression results by region, the technological progress towards capital in the eastern region has no significant impact on the changes in the local economic growth. The technological progress in the central region is biased towards capital but not conducive to local economic development, while the technological progress in the western region is also capital-oriented,which plays an important role in promoting local economic growth. Finally, the article summarizes the empirical results and gives corresponding policy recommendations, with a view to making concrete and feasible contributions to the region through the empirical research to find the best way for the economy to grow with higher quality, higher efficiency, and faster rate.
