The current period, China’s economy has entered a deep water area of reform and economic development has entered a new normal。Meanwhile the economy has a huge downward pressure and businesses are faced with the dilemma of development. As the core of China’s financial system, the banking sector is no exception, that its non-performing assets rate hit a new high in recent years and it faces a changing external environment. Meanwhile, with the addition of the gradual fulfillment of the promise of financial liberalization the WTO, China’s banking industry is also facing fierce competition with foreign banks. both internal and external pressure to highlight, financial innovation is imperative. In addition, as an important part of China’s banking industry in recent years,small and medium sized joint-stock commercial banks while maintaining rapid development, is also facing a lot of problems of financial innovation.Therefore, this article which with the key to innovation- the core competitiveness as the basis for our small and medium sized joint-stock banks as a carrier, and selecting Jining Branch of Minsheng Bank as the sample, analyzes the core competitiveness of small and medium sized joint-stock banks existed problems and countermeasures and suggestions to improve. Through the analysis, we can find small and medium sized joint-stock banks having problems in the organizational structure, research and development capabilities, the brain drain, risk management, and small and medium sized joint-stock banks can build the core competitiveness by promoting as a strategic goal to accelerate internal reform of institutional mechanisms to develop scientific development planning, rational positioning service orientation, strengthening risk management and improving risk management capabilities and expanding business, operating characteristics and advantages of the formation, transformation software and hardware technologies, improving IT system,improving personnel training system, strengthening staff team building and other measures to improve the core competitiveness of small and medium sized joint-stock banks, to achieve rapid development of small joint-stock banks.
