China had accessed to the WTO in December 11th,2001. According to accession commitments, China's banking sector has been fully opened by the end of 2006 and foreign banks obtain national treatment as well as Chinese banks. Economic liberalization and financial globalization have become an irresistible trend. With foreign banks and state-owned banks'development, small and medium banks face unprecedented competition. How China's small and medium banks can survive in competition and grow stronger strength is worth to be studied.According to previous researches, this paper firstly defines small and medium banks and construct indicators which measure core competitiveness ability of small and medium banks from five aspects including financial innovation, human resources, risk management, value creation and strategic planning. Then it creates dynamic and static models based on ANP-TOPSIS, analyzes core competitiveness ability of small and medium banks horizontally and vertically and selects annual data of Shenzhen Development Bank, Shanghai Pudong Development Bank, Huaxia Bank and China Merchants Bank to provide empirical analysis. Finally, it gives appropriate countermeasures according to empirical results.
