With the rapid growth of China’s economy, income disparity, regional development imbalances and other issues have become increasingly serious. But in the process of rapid economic growth, problems of uneven development tends to be overlooked. In recent years, under the influence of "three overlay" factors, China’s economy has entered a "new normal", the growth rate gradually declined, this change makes the problem of uneven development has become increasingly prominent (Zuo Jun,2015). If not properly handled, if left unchecked, is bound to affect the ability of the national economy and social stability, sustained growth (Kanbur & Venable,2005). Specifically, the imbalance will produce at least the following questions:First, poverty reduction effect partially offset by economic growth; Second, weakening economic growth potential, affect sustainable development. In turn, promote the balanced development of the economy benefited both fair and useful problem-solving efficiency improvement. Thus, regional development imbalance has been a hot issue government and economic circles concerned. Although in recent years the central government introduced a number of policies to address the problem of uneven development, including regional development and regional economic integration of urban and rural, and promote income distribution system reform and the reform of monopoly industries, the state-owned enterprise executives salary limit, to carry out precise poverty, achieving some success. However, in general, to solve the problem of uneven development is still long way to go (Zuo Jun,2015).As a developing country, the Government has played an active role in the economic and social development (Lin,2005), the role in guiding the process of economic development in the region is very important. Regional Policy Young (2000), surpassing strategy (Lin and.Liu Peilin,2003), investment, and tax relief will result in differences in regional development. Ideally, a regional aid support and encourage the development of appropriate in some industries in the region in order to foster their comparative advantage or comparative advantage to the optimization and upgrading of industrial structure according to the actual situation in the region, on the one hand, help to narrow the area with developed regional differences, on the other hand, the internal imbalance in regional development have an important impact. Specifically discussed the government’s industrial policy for the development of unbalanced regional impact, which has a strong guiding significance to alleviate the imbalance. Thus, focusing on regional industrial policies on uneven impact is significant.Fristly, the result shows that there are no obvious differences between the results of bi-dimensional decomposition and one-dimensional decomposition. They all reveal that inequality on province-level have a rising trend. However, there a large difference on spatial factors between them:one-dimensional decomposition tell us wcvw is the main factors of the total inequality(wcv), wcvb almost maintaining at a certain level; but bi-dimensional decomposition appears twice cross points in 2003 and 2008 years, wcvw surpassed wcvb at 2003, however, wcvb surpassed wcvw to dominate wcv again.Then, the paper detailly analyses the factors of space or industry using bi-dimensional decomposition. Space dimension, uneven development among different provinces significant differences. Among them, inequality of Guangdong, Anhui and Henan are most serious; industry dimension, agriculture is a prime factors of uneven development on province-level, and agriculture mainly plays its roles through wcvb. In addition to agriculture, building industry, wholesale and retail industry is also an important factor in the development’s inequality on province-level.Finally, using of the inequality’s estimated result about 23 provinces between 2000 and 2012 based on one-dimensional decomposition, through the establishment of econometric model, screening and testing, we analysed the investment in fixed assets as a proxy of the government’s industrial policy how to affect inequality. For instant, the effects of total investment rate impact or sub-sector investment skewness on development’s inequality. Found that total investment rate and inequality has a "positive U-shaped" relationship, in addition, there is a significant interaction between investment rate and the level of economic development in a region, show that the higher level of economic investment rate is more likely to exacerbate the imbalance. Finally, taking use of investment data, referring Theil-index formula and variance ideological, we constructed an investment differentiation index and estimated the index’s effects on inequality, in order to explore whether the investment layout or strategy which based on local characteristics of a region at least on assumption and is different from other regions will help alleviate the region’s inequality.
