SiChuan CMT Corporation is a wholly-owned subsidiary of Sichuan China Mobile. SiChuan CMT Corporation has been engaged in engineering construction associated with the communications industry. In recent years, the corporation has gradually deal with the maintenance and optimization of mobile communication network, System Integration, and so on. At the same time, the development of the corporation was under the influence and limit of many factors. For example, how to optimize the allocation of resources between multiple projects or projects group to exploit the benefit of resource to the utmost, how to ensure that project implementation agree with the longrange goals, how to realize the fine and standardized manage. All these questions will take new challenge for the project management of the corporation.At present, SiChuan CMT Corporation basically adopts the traditional project management model, stays in the distributed management of single project. The processing projects were not regarded as the whole to manage and control so that part of resources of the corporation were wasted. Moreover, there are lack of uniformly and practical program evaluation, selection process methods and quantitative criteria so that the benefit of the medium and long-range goals of project was seldom considered from a strategic height.On the basis of studying and drawing the related theory of Portfolio management, SiChuan CMT Corporation was chosen as the research object, the business status and questions of corporation management were analyzed. At present, the feasibility and necessity of standardized Portfolio management was set forth in SiChuan CMT Corporation. Furthermore, on the basis of the theory of Portfolio management, Portfolio management model being suitable for SiChuan CMT Corporation was explored from strategy, business, and so on; these methods including the choice of project, the optimization of resources, the choice of Portfolio were proposed. The specific choice and evaluative criteria was provided. At the same time, following the overall evaluation and optimizing the thinking were emphasized during the construction process. From a strategic point of view, establishing the Portfolio management was demonstrated in G center of SiChuan CMT Corporation. Selecting the project to evaluate and analyze comprehensively, then the combination of the projects which were feasible according to the assessment was established. The combination solution was estimated. Finally, Combination and process management was continuously perfected and optimized to form Portfolio management model, decision process, appraisal procedure and relative measure of ensuring the Portfolio management to realize for the SiChuan CMT Corporation.
