Efficiency Analyze And Risks Research Of Nj Squatter Settlements Rebuilding

Rebuilding squatter settlements is a major livelihood projects, also a major national development projects.At Present, the overall economic growth is slowing in China, under the conditions of weak market and left inventory, by rebuilding the squatter settlements and encouraging monetary settlement, can not only help improve residents’ living quality, ensure people to live and work in peace and contentment, but also help promote the local economic development. Li Keqiang, The premier of the state council, chaired a state council executive meeting in April 2014. He emphasized to speed up the process of rebuilding squatter settlements, so that millions of residents can moveout of the shed but into the buildingas soon as possible. Meanwhile, the special housing financial department has been set up by China Development Bank, which has become the main force bank providing squatter settlements rebuilding loans.With the special policy and economic background, NJ in Sichuan province has launched the squatter settlement rebuilding project. The project covers three areas in the first phase, which planned to remove 4908 houses, with 2.9 billion yaun investments in total. The project gain the policy loans 2.06 billion yuan from China Development Bank. The project is effective and typical.It’s worth to discuss how much economic and social benefits can it brings and how to define and control the risks.Around this keynote, this paper first raises the related theories and methods, which laid the foundation for later discussion, including the economic theories, the social benefits theories, and the risks theories. Secondly, starts from the basic situation of NJ squatter settlements rebuilding project, this paper researches the economic efficiency such as total investment, cost and profit ability. By calculation, it found that although the project has certain economic benefits, but not sufficient to cover the cost of financing from profit or cash flow analysis.At the same time, it analyzed the social efficiency of the project by evaluation methods such as Delphi method, analytic hierarchy process(ahp), and fuzzy hierarchy comprehensive analysis method.It found that the project has relatively good social benefits, the governmentshould implement relevant policies and means to ensure the smooth implementation of the project.Finally, the paper identifies and evaluates the risks of NJ squatter settlement rebuilding project by Delphi Methodand Analytic Hierarchy Pocess(ahp). The paper classifies the risks to 3 levels according to the evaluation results. And raise the control measures according to the 3 levels’ risks respectively.It has some reference value for rebuilding squatter settlements, andit also has some reference value foravoiding risks in the project implementationin Sichuan province by the research.
