Research On Project Financing Risk Evaluation Of Squatter Settlements Rebuilding

With the rapid development of urbanization process,The development of the old city is lagging behind the pace of development of the new urban area.Many of the old town houses due to disrepair,supporting infrastructure is not complete,and with many other issues are urgent transformation.These old houses constitute a large area of Squatter Settlements,Squatter settlements rebuilding is a more complex system engineering,which faced with difficulties in displacement and resettlement costs,large funds is demanded,financing risk has become a key issue in the overall project transformation.Using scientific method to evaluate the financing risk,not only have a clear understanding of project financing level,but also give a guide significance for risk control.This paper is based on domestic and foreign research results,with field research,take Squatter Settlements project financing as research target,according to public goods theory and project finance theory analyze the process of project financing,define the meaning of squatter settlements,Identified the main participants in project financing,innovation project transformation financing model.Combined with risk assessment theory and risk identification theory,take a clue of risk assessment process,based on qualitative and quantitative analyses,Identify the risk factors which have an impact on project financing.Based on the analysis of project financing risk of squatter settlement rebuilding in the thesis,research the impact mechanism of each influencing factor,establish the suitable index system for project financing risk evaluation.Assess the project financing risk with the risk value model,simulating the impact of financial risk and market risk on project financing.Combined analytic hierarchy process with gray system theory and fuzzy mathematics theory establish the risk evaluation method,design survey questionnaire to obtain indicator data.Finally,take the example of Harbin DW squatter settlement rebuilding project,Research the impact of main risk factors on project financing,obtain the result of overall risk level of project financing.To solve the issue of squatter settlement rebuilding project financing risk,put forward the risk response strategy from the perspective of the project company and the relevant government departments.
