In the actual situation, due to the government‘s management of public affairs, taxi operators gradually become a need for administration. By the administration, the government’s management is achieved, such as the access management and standard management taxi cab service standards. Among the measures, the basic purpose is to optimize the allocation of social resources behind it. But, on the other hand, the current taxi administrative system having exposed some problems is in need of reform significantly. For example, the taxi industry administrative system makes the government grasp the power of increasing, or even a governmental nature administrative monopoly, such a relatively simple manner and that lead to drivers who transport strike and the phenomenon of cities and taxi rejection phenomenon happened frequently difficult.So, we must face further improving the management system of the taxi administration, that help us to improve the current operation in the taxi industry and the government inefficiency of the administration and other issues to protect the fundamental interests of the people. At present, some of the more developed eastern cities have taken the lead administrative reforms about taxi management system, but the effect is not obvious. Combined with the relevant foreign country taxi administrative system, most of these countries took a wide range of administrative systems. That can effective balance the aspect of the fundamental interests of all parties, the government released a part of the administrative authority of the taxi industry. For example, taxi drivers were able to independently choose their own way of running business, which enjoy full right to choose models, so as to effectively protect the legitimate rights and interests of the drivers. While in those countries, the taxi administration system can make the taxi operators be subject to certain supervision to prevent the government unreasonably management which introduces public participation and democratic supervision, etc. For improving the taxiadministration system aspects, our country can learn some experience of the administrative system reform taxi from the countries to a certain extent, combining with China’s actual conditions and then take effective reform measures.In this paper, in the Perspective of Administrative Law, a profound analysis of administrative problems has been done in the actual situation in Changchun City taxi industry operating in order to improve the direction of the taxi industry administration while propose some measures to further improve the administrative system recommendations. While retaining government administrative system,release of part of the administrative authority of the taxi industry. For example, taxi drivers are able to choose their own way of doing business, which enjoy full right to choose models, so as to effectively protect drivers the legitimate rights and interests;at the same time the taxi administration system introduces public participation and democratic supervision and other means. Only in these measures can improving the administrative system of the taxi.
