Efficiency Analysis On The Rural Professional Cooperative Organization In China

Now, the rural development cooperative organization has developed larger and has become the very important role of agricultural development. Rural professional cooperative organizations, as joint organization forms, compared with the individual farmers, can form a large scale economy, strong market development ability, can effectively save transaction costs and create profits. They form a very important role in the development of the rural economy. In developed countries, such as the United States, Japan and others, their agricultural cooperation organizations have a very high level, such as scale of peasant association in Japan, American agricultural cooperatives. They have operational rules, clear property rights, sound mechanism, and constantly adjust and innovate with the change of environment. Since the introduction of the law of farmers’ professional cooperatives, farmers’ professional cooperative organizations in China have been developing and growing, which plays an important role in promoting the rural economic development and increasing farmers’ income.At the present, the rural professional cooperative organizations play the very important role in the scale management of agriculture, enhancing the comprehensive agricultural production capacity, helping to increase the income of farmers and effectively adapting to market competition. They are the objective demand to promote the development of modern agriculture in our country, to solve the "Three Rural issues". After years of development, the rural professional cooperative organizations in China has begun to take shape, and it has achieved remarkable results in the farmers income and providing socialized service. But it still has many problems, such as farmers driving ability is limited, and organization self-construction has frequent problems, financing channels being narrow. So it is necessary to strengthen the research on the rural professional economic cooperation organization, to continue to improve the efficiency and standardize the development.This article discusses the efficiency of the rural professional cooperative organization in our country from the following aspects:first of all, this paper introduces the related concepts of the rural specialized cooperative organization and efficiency, and it expounds the theories on the efficiency of specialized cooperative organizations; Secondly, this paper introduces the current situation of the development of rural professional cooperative organizations in China and points out the existing development problems. In order to truly reflect China’s rural specialized cooperative organization efficiency size, its development and affecting factors. This paper adopts empirical analysis method, constructing the index system of efficiency, using DEA model to measure the efficiency of 26 provinces of China rural professional cooperative organizations and measure technical efficiency of organization, pure technical efficiency, scale-efficiency of the size and influence factors analyzed in details. Finally, according to the above analysis, the article proposes targeted recommendations to improve the organizational efficiency, mainly to put forward feasible suggestions in promoting institutional innovation, to enhance the pure technical efficiency and scale efficiency.
