Since joining the WTO our country gradually relaxing restrictions on foreign Banks, foreignBanks and Chinese Banks to enjoy the same national treatment, make our country’s financialmarkets more competitive. Faced with such fierce competition, the way make the efficiencyof management,make the competitiveness of t our country commercial bank have a largeimprove is an urgent problem need to solve, so this article choose operating efficiency ofcommercial Banks has theoretical and practical significance.And compared to countries such as America and German China’s commercial Banksmanagement still has certain gap, so this article will be the commercial bank of China andthe United States, Germany, compares and analyses the efficiency of commercial Bankshope that through analysis and comparison of the insufficiency of the domestic commercialBanks in the business and try to seek ways to improve the efficiency of our countrycommercial bank management.This paper using the super efficiency DEA model and Malmquist productivity index to virtuemanagement efficiency of the commercial Banks in2005-2012for static and dynamiccomparative analysis found that: the overall level of China’s commercial Banks operatingefficiency is lower than the German and American commercial Banks, but the gap is slowlyclosing; Commercial Banks in China and Germany from2005to2012in the process of theoperation efficiency of the overall increase, and the overall management efficiency of thecommercial Banks in this period is in decline. Then using the panel data model to influencethe operational efficiency of commercial Banks in virtue of factor regression analysis, foundthat the commercial bank of China and the United States, Germany, the commercial Banksoperating efficiency is the main reason for the gap is exist in the commercial bank of Chinaon the management scale economy, high non-performing assets ratio, asset allocation is notreasonable and the innovation ability is low. Finally aiming at the shortcomings of theexisted in China’s commercial Banks in operation put forward Suggestions for theimprovement of its operational efficiency.Select super efficiency DEA model based on the research method and Malmquistproductivity index for the selected sample bank management efficiency of static anddynamic analysis, to make up for the traditional DEA model in analyzing efficiency ofcommercial Banks can’t more effective decision making units efficiency between high andlow and not on the efficiency of the commercial Banks operating across the phase changewere studied.
