The existence of the dual structure of urban and rural areas in China has caused serious imbalances in the distribution of resources such as infrastructure construction and fiscal expenditure in urban and rural areas.The primary industry is a solid backing and foundation for the development of China's national economy.The lag in rural economic development will have an obstruction and adverse impact on the crucial period of China's economic transformation.Therefore,the solution to rural,farmer,and agricultural issues is imminent.In recent years,the state has stepped up and deepened reforms in rural finance,such as increasing the number of outlets of institutions and increasing coverage,but the results obtained have always been far from satisfactory.This result reminds us that we should not only pursue aggregate indicators(total assets,total number of outlets,etc.).)Investment,and more emphasis should be placed on raising the quality and relative value of the indicator.That is to say,we must pay attention to the efficiency of resource allocation in rural finance,and we must “spend money on it”.Therefore,the level of rural financial efficiency has become the key to financial development and has become the focus and direction of our research.Based on relevant theories,based on the statistical data from 2004 to 2016,this study takes 17 cities in Shandong Province as the research object,and applies the DEA-CCR-BCC model and DEA-Malmquist model to carry out horizontal static and vertical dynamics of rural financial efficiency in Shandong Province.The empirical analysis found that the financial efficiency of rural areas in Shandong Province is generally low,and the regional differences are large.After that,DEA-Tobit's panel data model was used to analyze the factors affecting rural financial efficiency in Shandong Province.The results showed that the factors affecting the improvement of rural financial efficiency in different regions are different,but the financial factors influencing factors affect the four regions.Efficiency is a negative effect.Therefore,these results provide direction for us how to effectively improve rural financial efficiency,and also have important implicationsfor the development of rural economy in China.
