Cultivated land is the quintessence of land resources and its most significant functions is productivity. The relationship between food security is the important foundation of economic development and social harmony. The improvement of production capacity of cultivated land is the foundation of regional food security and protection. In today’s food security problem increasingly prominent, how to master the cultivated land production capacity of spatial and temporal variation characteristics is a social problem to be solved. Jingyang District as one of the main grain-producing areas in Sichuan Province, to improve and maintain the regional cultivated land production capacity for protection of Sichuan Province and even the national food security has a very important significance.By calculating the overall productivity of cultivated land based on agricultural land classification results, this paper analyzes the theoretical productivity and achievable productivity of Jingyang cultivated land with the application of D-S-R model. The variation trait of productivity is analyzed from time-space dimensions. Factors that affect productivity changes are explored with the method of factor analysis and correlation analysis. After that, from the perspective of productivity-pattern, the paper optimizes the classification of cultivated land use by employing Arc GIS spatial clustering method and makes relevant suggestions. The main results obtained are as follows:(1) The research of cultivated land comprehensive production capacity. In 2003, 2008 and 2013,Jingyang District theory of cultivated land production capacity was 93.23 million tons, 89.62 million tons and 87.49 million tons respectively, which could realize production capacity 83 million tons, 79.80 million tons and 77.66 million tons respectively. On the time series, Jingyang District theoretical capacity and achievable capacity showed a declining trend. Among them, huang xu town,bailong town and xiaoquan town could achieve a higher capacity, were in more than 9 million tons; four town in north street, south streets, the workers and peasants streets and stachyurus east street, could be realized with low capacity, were all below 2 million tons. During the study period, double east town and bajiaojing town were the theoretical capacity of arable land and could realize capacity decline in most areas.(2) The research of the time and space evolution characteristics of cultivated land comprehensive production capacity. By spatial autocorrelation method,it could be concluded that the levels of capacity with clustering on the space, and presented in human and social economy presants step by step under the action of attenuation characteristics. Local autocorrelation analysis which it was concluded that cultivated land theoretical capacity and implementation capacity of high value gathered in Jingyang northwest district, low-value group gathered to eastern hilly region, and the theory of cultivated land productivity were in low capacity and high value of change over time showed that the points of the opposite, the space polymerization theory capacity low group and could achieve high capacity value group changes the spatial aggregation had stability over time. Through the center of gravity moving trajectory,theory capacity and achieve capacity showed a north-eastward trend.(3) The research of the factors influencing comprehensive production capacity of cultivated land in the study area and using the partition. Through the SPSS statistical analysis,it was concluded that the cultivated land quantity, agricultural planting structure, investment in agriculture and rural economy level three indicators were the main driving factors of affecting Jingyang District of cultivated land comprehensive production capacity or grain yield. Based on capacity, landscape pattern, according to principle of partition quadrant method, combining with production efficiency advantage index and comprehensive index of landscape pattern, spatial clustering of 16 villages and towns were divided into core protected area, optimization promotion area, focus on finishing area, development and protection areas four type.
