With the proposal of the "One Belt, One Road" strategy, China and ASEAN countries has welcomed a brand new development opportunity. In recent years, China and ASEAN have carried out a variety of l cooperative projects However, on the one hand, since ASEAN countries have great difference in key factors such as economy, culture, technology and politics, which leads to the current phenomenon of long-lasting, high-cost and low-efficiency situation.The Theory of Constraints(TOC) as a foreign project management skill which reflects new project management thinking. Compared with Gantt chart, Critical Path Method and Program Evaluation and Review Technique(PERT), TOC critical chain can is more effective in solving practical problems, by using the real problems existing in the current project implementation as the constraint condition to conduct planning and problem-solving.Therefore, in face of various complicated problems existing in China-ASEAN technology transfer, it is rather innovative and practical to apply TOC critical chain, the advanced international project management concept, to conducting targeted analysis and research, and to find out which types of international technology transfer projects or activities are more suitable for the TOC critical chain project management method by combining actual projects to conduct empirical verification.With China-ASEAN international technology transfer activities as the research object, based on the basic characteristics of international technology transfer businesses, using modern management theories as the tool and applying methods of literature retrieval, comparative studies, quantitative analysis and case analysis. Through analysis on the three constraint conditions, namely the schedule, cost and quality in transnational technology transfer project management, and introduction to the TOC CCPM, this paper targets three stages of international technology transfer businesses, including previous preparations, middle stage implementation and later stage follow-up service, and puts forward methods or thinking for problem-solving or optimization step by step, from introducing international technology transfer and project management to analyzing project management for international technology transfer and to elaborating international technology transfer project management methods. Thus, this paper conducts in-depth discussion on the application of TOC critical chain to technology transfer project management.
