Research On The Operation Mechanism Construction Of China-ASEAN Technology Transfer Center

Adopting the combination of theory and case,this paper uses CATTC as research case,technology transfer theory and technology marketization theory as research framework,applies the theory to practice and enrich theoretical research in the meanwhile;applying technology difference theory and NR relationship theory to explain the reason and requirement of technology transfer,this paper also aims at the economic development imbalance between China and 10 ASEAN countries as well as at the situation of multiple nodes and difficulty of technology transfer to analyze the importance of CATTC in technology innovation system in accordance with regional innovation system theory----to establish an information exchange platform for technology supplier,technology demander,scientific research organization,intermediary organization,government and other technology transfer participants,to enable all parties in the system to coordinate,to exert the intermediary function and to realize technology transfer through perfecting the service system.Comparing and researching domestic and overseas advanced technology transfer center operation mechanisms,this paper analyzes the deficiencies of CATCC by combining its current situation.Based on the operation efficiency evaluation factors of international technology transfer center and focusing on the innovation environment,policies,innovation system,talents and capital,this paper designs CATTC operation mechanism from three aspects,i.e.motive mechanism,service mechanism and management mechanism.First,development program of the Belt and Road Initiative,China’s technology and diplomacy development strategy,economic difference between China and ASEAN countries as well as the location,talent and experience advantages of Guangxi in ASEAN are all motives for the establishment of CATTC.Second,as for the service mechanism,CATTC sets the implementation of technology partnership program as orientation,adopts the combination of information consultancy with technology broking service,and carries out technology transfer service by centering on technology cooperation projects between China and ASEAN states.The service mainly includes the construction of ASEAN cooperation channel,host of international technology transfer conference and series activities,implementation of young scientists-working-in-China program,etc.CATTC could then carry out value-added service like technology evaluation and patent negotiation for transfer.As for the management mechanism,stressing on the construction of a wide coverage CATTC collaborative network,enabling members of collaborative network to take part in technology transfer through benefit coupling mechanism and then to realize mutual benefits and long-term cooperation;exploring and constructing strong dynamic management mechanism from four aspects,i.e.organization structure,human resource,capital application and communication mechanism so as to exert the service function of CATTC,to lower transaction cost and to realize technology transfer.
