The Study On Performance Management Of China’s Special Public Finance Expenditure Projects

With not only the growing scales of financial revenue and expenditure but also the requirements of enhancing public products and services, performance management become the more and more important measures and urgently needs of government management in our country. As a practice achievement of performance management pilot work after more than ten years in China, great developments in project performance management were made, public expenditure performance consciousness constantly improved, the pilot scope of performance management largely extended, special fund performance management reformed in a deep-going way, performance management gradually build a well-established system. The new 《Budget Law of the People’s Republic of China》 was recently published in 2015, it clearly requests performance management in budgetary revenues and expenditures of the public finance, which should be brought into a legalized track.However, the government did not pay enough attention to the role of performance management, especially the function of special financial expenditure project in compensation and promotion. So performance evaluation have already approached a erroneous zone which focused on the form than the effect. We also find that there is a series of problems in the performance management,such as performance pilot scope is still not broad, performance management by objectives and process monitoring is still not enough, performance evaluation of the main body is still unitary, the index setting of performance evaluation is still not scientific and reasonable, the results usage of performance evaluation is still inadequate, the performance evaluation is still a mere formality.This paper analyze the promotion and compensation function of special financial expenditure project, and explain its meaning of promoting or supporting the development of a public enterprise by government fund. The significance of project performance management is to ensure that the government will fill the market failure, and won’t appear the situation of the government failure at the same time. Performance management is not only treated as a technical measurement tool to monitor and evaluate the project, but also a decision aid in the government resource allocation.This paper takes forestry science and technology extension projects in Jiangsu province as an example, analyzes the present situation and the difficult position of the special financial expenditure project performance management in our country. We comes to the conclusion that there is still some performance management problems in the following parts:performance management has its own theory bottlenecks, the project managers is not used to break the mindset,effect of government rational economic man’s egoism, lack of authorization by financial department and so on.On the basis of previous study results, taking our national situations into full consideration, this paper also provides specific recommendations on measures to refine the current project performance management system, drawing on lessons and experiences from western developed countries.First, setting up new concept of compensation and promotion in the development of social undertakings, which throughout the performance management work.Second, improving management rules and regulations of the budget, expanding the scope of the pilot projects.Third, Strengthening the cohesion of performance management system between internal connections and the management of the overall process.Forth, optimizing the subsequent performance evaluation system by diversifying subject of evaluation, consummating index system and ensuring the quality of the performance evaluation.Fifth, Strengthening the accountability system,public system, the budget management system. Using the performance evaluation results reasonably.Sixth, guaranteeing to carry out performance management by the information construction and the third-party evaluation institution construction.
