In the society of market economy, employment is one of the hallmarks of microeconomic achieving a balance. Employment is also the cornerstone of macroeconomic stability and the basement of economic and social. Thus the employment problem has become an important goal and responsibility of the government’s macroeconomic regulation. At present, China’s economic development has entered China’ new normal. Shandong Province as China’s most populated province, is facing labor supply and demand, employment structural contradictions and pressures of economic restructuring, and the problems such as how to effectively resolve these contradictions and pressures, and promote job growth in the number and quality improvement to achieve full employment. Under this background, the purpose of this thesis is to explore how to take a series of effective policies and measures to realise employment levels steady growth in Shandong Province which to lay the future economic and social development a good basis under the current economic development entering China’ new normal in the medium-high-speed.Starting from Shandong Province overall employment situation, the thesis is based on the theory of economics, multi-level and multi-angle analyses current status and constraints of the province employment, proposes to path selection of achieving employment growth under China’ new normal, provides relevant policy makers and researchers with useful information and reference. In the second chapter relevant researches were reviewed to provide a good theoretical groundwork for the study of the later chapters.Chapter Three reviewed the overall situation of the Shandong Provincial labor and employment. Overall, the size and the distribution of the working population in Shandong Province is suit for its stage and level of economic development, but the regional structure, industry structure, education level structure of the working population exists uneven, which largely restricted growth and quality of employment.In Chapter Four, main factors influencing employment growth in Shandong Province are summarized as three factors, the macro-economic, industry structure, education and household registration system, and these factors are theoretical and empirical analyzed. Based on the above analysis, it pointed out that the development of the macro-economic, adjustment of industrial structure, expand the scale of higher education and the reform of household registration system have potentially significant impact for enhancing the level of employment.Seeking policy measures conducive promoting employment growth in Shandong Province is the fifth chapter’s main content. Based on the above analysis and conclusions and the actual condition of Shandong Province, the thesis proposed the corresponding policy measures, such as:creatively establish the coordination mechanism for employment and business startups at the provincial government level; pay attention to the protective development of "silver resources"; deepen the reform of the household registration system, accelerate the process of urbanization; strengthen the construction of new vocational education system, build large and well-known vocational education groups and so forth.Thesis analysed the overall employment situation in Shandong province and the constraint factors of employment growth using dynamic analysis, comparative analysis, multiple regression analysis, normative analysis and empirical analysis methods. On the above basis, comprehensively considering of macro-economic environment and economic as well as social development situation in Shandong Province, thesis proposed series targeted and strong operational countermeasures about employment growth under China’ new normal.
