Since the birth of the bank with bank operational risk cases, a considerable part of the research has shown that banks’ most of the operational risk from the primary business - business dealings. Since 1990s, the operational risk of the financial sector began to receive widespread attention and attention. The happening of counter operational risk will not only affect the bank’s benefits will cause damage to the reputation of the bank, modern commercial banks have been trying to solve the problem is how to effectively control and prevention counter operation risk.Qilu bank, formerly known as Jinan City Commercial Bank, headquartered in Jinan City, Shandong Province, in Jinan City, the original 16 urban credit cooperatives and a city credit cooperatives based on formation of Jinan urban cooperative banks. In recent years, the Qilu bank in the overall size, income and development speed has been significantly improved. Due to the occurrence of a few years ago bank risk cases, Qilu increased on banks’ operational risk management and control efforts, achieved the desired results, but due to the relatively short time, in risk control methods and many of the details of the treatment shall not be when the place, which makes the counter operation risk is still the bank need to always pay attention to the management center, on the counter operational risk management research and puts forward corresponding measures and solutions, has important practical significance.This paper first introduces the background and significance of this study, and summarizes the relevant literature at home and abroad. In the second part, the meaning and characteristics of counter operation risk and its form of expression. Secondly, Qilu bank counter operation risk management present situation and the existing problems of the to carry out analysis, in that of Qilu bank in risk scores and puts forward it should improve the foot points. The third part explains the influence of Qilu bank counter operation risk and the problems, the fourth part summarizes the at home and abroad in the prevention and control of operational risk related experience, and compares the management experience of foreign countries. The fifth part analyzes the case of the Qilu bank counter operation risk, the sixth part is in this paper, we give the main conclusions and puts forward some suggestions and measures for the Qilu bank counter operation risk status.
