Research On Collaborative Governance Of Rural Environmental Problems Of Heyuan

With the rapid development of China’s economy, the rural economy, as well as the living standards of farmers, has been greatly improved. However, it is easy to ignore the protection of the environment while focusing on the increasing economy, the problem of environmental pollution has become increasingly prominent. The party’s 18 th CPC National Congress clearly put forward to promote the construction of ecological civilization, to build a resource-saving and environment-friendly society. Thus it is a matter of great urgency to comprehensively solve the rural environmental pollution.Heyuan city, whose per capital GDP is only about 1/3 of average level of Guangdong Province’s, is an underdeveloped city. While Heyuan is also a beautiful city, having 73.9% forest coverage rate in 2014 and being the only city without acid rain in Guangdong Province. The two largest reservoirs in South China – Xinfengjiang Reservoir and Fengshuba Reservoir, are located in Heyuan. The quality of water from these two reservoirs are rated as the first level and the water here have become the main production and living water supply source for the Pearl River Delta and Hong Kong and Macao regions. Due to its special ecological location as a mountain area, Heyuan have to develop its industry and economy ecologically. It not only conforms to the practical needs of the scientific development of the province, but also meets the internal requirements of Heyuan’s sustainable development. In recent years, the eco-environment of Heyuan city has been greatly damaged due to its economic development. However, not only Heyuan’s economy needs to develop, its beautiful scenery also needs to be maintained. How to construct an ecological environment in Heyuan city has become an urgent issue. In view of this, the author collects lots of data and information related to the researches and theories about controlling the rural environmental pollution both domestically and abroad. After visiting most part of Heyuan’s rural area, according to the actual situation of its ecological environment, the author makes a conclusion that the pollution from industrial and mining enterprises, pollution in agricultural production, pollution from the life style of the peasantry and other factors lead to the deteriorating rural environment in Heyuan. Also the cause of the deterioration is specifically analyzed. In brief, based on the concept and model of collaborative governance, this paper analyzes the causes, current situation and the problem solving methods of Heyuan city’s rural environment issues. To better realize the ecological environment construction, it mainly discusses the mode of collaborative governance of the rural environment in Heyuan so as to improve its agricultural production environment and peasants’ living condition, and to promote the sustainable development of new rural areas in Heyuan.
