Industry as an important content of globalization, it not only becomes an important factor of regional economic strength changes, but also has direct or indirect impact on regional function, employment and regional urbanization. Likewise, the industrial concentration due to its scale effect of competitive advantage, innovation, utility, and the network effect is becoming the key factor of regional competitiveness. Coupling as physics concept, it is a phenomenon that two system through the interaction and mutual effect so that cooperating with each other. In this paper, our key point is that the central and western regions as the main area of undertaking industrial transfer, whether there is some kind of cooperative relationship between the level of receiving from the surrounding provinces of regional industry transfer and the level of its own cluster.And what is coordination degree(matched-degree)between this two. From the view of new economic geography:large-scale industrial transfer tends to higher level of industry cluster. The formation and development of industrial agglomeration depend on industrial transfer, and industrial agglomeration is the result of industrial transfer. Further, there is some promoting and functional coupling relationship between industrial transfer and industrial agglomeration.Under these two function, it forms the coupling effect of rope for "attracting developed parts of industry transfer, enhancing agglomeration level and attracting more large-scale industrial transfer". Therefore, this article will change the study vision once upon simply regional industrial agglomeration or industry transfer to explore the long-term internal relation between these two.Industrial transfer has long been a problem, the textile industry as one of the industries, which is first to realize the global industrial relocation, one of the most obvious industrial transfer characteristics. The research on it could look more really, clearly on China’s industrial transfer path and the industrial space layout change. Therefore, this article selects the textile industry as a representative for research. Firstly, by calculating China’s textile industry’s static location entropy and dynamic location entropy, we divide the textile industry agglomeration level of China’s 31 provinces for four types:formation stage, strengthening stage, degradation stage and disadvantages stage. Among them, Anhui, Jiangxi, Hubei and other 12 provinces are in the textile industry cluster formation. At the same time, this article uses Geoda software to calculate the 2003-2012 China’s textile industry Moran’s I index. Research shows that textile industry agglomeration distribution of different provinces in China is not completely random, but shows the spatial agglomeration between similar values. Through further analysis of the local spatial correlation, compared with 2003,2007,2011 three time points Moran’s I scatter diagram and LISA figure, we can clearly see the trend that China’s textile industry by the eastern coastal Zhejiang, Jiangsu, Shandong, Fujian province to Anhui, Jiangxi and Sichuan and other places. It is further confirmed that accept provinces because of their powerful centripetal force and attract the regional industry transfer.For the forming mechanism of industrial transfer and industrial agglomeration coupling relation, prose expounds it from the macro level of regional, medium level of industry as well as the micro perspective of corporate theory in this paper. And then, from the views of the market, institutional forces, the bearing capacity, we state driving force of the sustained, steady and healthy development for coupling between industrial transfer and undertake property agglomeration. And we use panel data model of the Midwest undertake textile industry transfer of eight provinces for empirical analysis. Research shows that industry cluster for industrial transfer has significant positive correlation.Then, from the view of cross section angle and time series angle, this article takes empirical analysis on China’s textile coupling relationship between industry transfer and industry agglomeration. By building the evaluation index system, the objective entropy value method empowerment, we calculate the Midwest eight provinces of industry transfer of composite index, industry agglomeration composite index. We found that different provinces there are large differences between coupling coordination degree, Hubei province reaches primary coordination level, and Guangxi province are still in a moderate disorders level. So visible differences in each province textile industry base, significant difference is found in the initial degree of industrial concentration. Therefore, when undertaking transfer ability level, there is still a certain gap. Similarly, from the angle of time sequence, this essay examines the Jiangxi province in 2004-2013 coupling coordination degree between industrial transfer and industrial agglomeration. Through the coupling coordination degree model, according to nearly ten years in Jiangxi province of coupling relation between textile industry transfer and industry agglomeration present a benign interactive development situation.Finally, in view of the eight provinces of coupling coordination degree is generally not high, author puts forward relevant policy suggestions to improve the industry transfer and industry agglomeration in the Midwest coupling relationship, in order to improve the ability of central and western provinces to undertake textile industry transfer and hope China become a textile power.
